On February 14, 2023, the Prime Minister issued Decision No. 86/QD-TTg approving the master plan for Van Giang urban area until 2040.
According to the Decision, the scope of the Van Giang Urban Master Plan is implemented within the administrative boundaries of Van Giang district. Specifically, the North borders Gia Lam district, Hanoi city. The South borders Khoai Chau district and Yen My district. The East borders Van Lam district. The West borders the Red River and Hanoi city.
The planning scale includes the entire natural area of Van Giang district, 7,194.82 hectares. According to forecasts, by 2040, Van Giang urban area will have about 363,000 people.
Van Giang urban area is the economic center (services, trade, industry and housing development), culture, science and technology, education and training of the region; is an important traffic and exchange hub of the Hanoi capital region, the key economic region of the North, the Red River Delta and the whole country.

According to the spatial development orientation, Van Giang urban area is divided into 03 sub-zones, including:
- Concentrated urbanization area: The area selected for land construction of urban areas is determined on the basis of the current expansion of Van Giang town and linked with two large urban areas, Ecopark urban area and Dream City, including parts or the entire administrative area of Xuan Quan, Phung Cong, Cuu Cao, Long Hung, Lien Nghia, Nghia Tru communes.
- Surrounding the concentrated urbanization area are buffer zones (developing clean industry, high technology, logistics, trade, services, etc.).
- Area outside the dike: Developing ecological urban areas, tourism services, environmental landscapes, associated with existing residential areas that have been renovated, upgraded, and ecological agriculture.
Van Giang urban center is built in the southern area of Ring Road 3.5 of the Capital region (in Van Giang town, Long Hung commune), with an area of about 40 hectares. The commune-level administrative center remains at its current location.
Regarding tourism, Van Giang urban area develops tourism associated with preserving and promoting cultural - historical values, ecological landscape values, and environment; promotes the development of sightseeing and cultural experience tourism; expands the development of weekend tourism associated with ecology, farms, rural agriculture, entertainment to diversify tourism products and contribute to attracting tourists; develops eco-tourism, entertainment, high-class sports and weekend cuisine at Ecopark ecological urban area combined with community tourism, visiting flower villages, ornamental plants along the Red River.
Industry develops towards clean, environmentally friendly industry, gradually developing high-tech industry...
To build and develop Van Giang district according to the planning orientation, the district implements priority investment projects including: Inter-regional and inter-provincial transportation projects, routes creating new development space: Ring Road 3.5; Ring Road 4 - Hanoi Capital Region; electricity and water supply projects; urgent environmental projects; construction of cultural and social projects; projects to attract investment in socio-economic development, housing and urban development, etc.
At the conference, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested that after the conference to announce the general urban planning of Van Giang district, the Department of Construction should coordinate with the locality to organize the public posting of the general urban planning dossier of Van Giang on the province's electronic information portal, the headquarters of the District People's Committee and 11 communes and towns in the district; promote information and propaganda work on the position, role, importance and contents of the orientation of Van Giang urban development so that individuals and organizations can reach consensus and implement well.
Organize the implementation of the construction and submission of management regulations according to the general urban planning project of Van Giang. Local Party committees and authorities coordinate with the Department of Construction to direct communes and towns in the district to organize the implementation of planning, deploy the construction of urban areas, functional areas and priority investment projects to overcome the missing standards so that Van Giang district can meet the standards of a type III urban area by 2025.
Local departments, branches and sectors need to increase exchanges and coordination in the implementation of plans and work related to the appraisal and approval of programs, plans, urban development plans and construction investment... to effectively implement the overall development plan of Van Giang district until 2040 according to the orientation of the Central Government and the province.
