According to reports from communes and wards, immediately after the two-level local government apparatus came into operation, the communes focused on leading and directing the drastic implementation of the work of perfecting the organization and arranging the staff, civil servants and workers to ensure the principles of synchronization, streamlining, efficiency, compliance with regulations, and suitability with the actual conditions of the commune. The work of arranging headquarters, updating boundaries, and managing residents was proactively, drastically and methodically directed by the Party Committee of the commune. The implementation of resolutions and decisions of the province was carried out seriously and synchronously. The preparation work for the congresses of Party delegates of communes and wards for the 2025-2030 term was carried out according to plan.

However, in the implementation process, the communes still face difficulties and problems with infrastructure and facilities; machinery and information equipment are still lacking in uniformity. Some cadres have to hold multiple positions, with a large workload; there are still difficulties in measuring and issuing land use right certificates to people... In addition, due to the large area, some villages are far from the administrative center of the new commune, so the work of mass mobilization and propaganda of the Party's policies and the State's laws to the people still has many difficulties.
At the meeting, the communes proposed that the province pay attention to investing in upgrading facilities of offices, conference halls, and public administrative service centers; supporting information technology infrastructure, archives, and training of staff...

Speaking at the meeting, the heads of the working delegation acknowledged the efforts of the communes in overcoming difficulties, proactively starting work quickly, seriously and responsibly. They suggested that the Party Committees of the communes continue to catch up more quickly in management, leadership, direction and innovation according to the mindset of service, reform and digital thinking. At the same time, review the socio -economic development indicators to develop an implementation plan for the last months of 2025; focus on well implementing the conditions to prepare for organizing the Party Congress of the commune and ward for the term 2025-2030.

The heads of the working group requested that communes proactively assign and arrange cadres, civil servants and public employees to suit their positions, ensuring the smooth and effective operation of the apparatus. At the same time, all levels and sectors need to focus on solving work, better serving the people, closely following the reality of the grassroots, listening and promptly resolving difficulties and problems that arise. Continue to review the data and document systems of units; clearly identify public assets, headquarters, works and assets under the budget, and identify specific financial resources.
