High-ranking delegation of Oudomxay province (Laos) visited and worked in Ha Nam

Within the framework of the visit and work in Vietnam, on the afternoon of March 20, the high-ranking delegation of Udomxay province, Lao People's Democratic Republic, led by Comrade Bun Khong La Chiem Phon, Alternate Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, Governor of Udomxay province, had a meeting with the leaders of the Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Ha Nam province.

The delegation included members of the Standing Committee of the Udomxay Provincial Party Committee: Van Na Keo San Ti, Chairman of the Lao Front for National Construction; Mo Xong, Head of the Provincial Party Committee's Propaganda Department; Kham Phon Phim Ma Chan, Vice Chairman of the Provincial People's Council; leaders of the departments: Home Affairs, Foreign Affairs, Finance, the Provincial People's Procuracy, the Provincial Party Committee Office, and the Vietnamese Association in Udomxay Province.

Attending the talks on the side of Ha Nam province were comrades: Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Tran Thi Ngan, Member of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee; Le Thi Thanh Ha, Member of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department; Bui Van Hoang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Duc Vuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Party Committee Office, the Provincial People's Committee Office; leaders of a number of relevant departments and branches.

At the meeting, representatives of the two provinces exchanged information on the socio -economic development situation; cooperation results in recent times, and directions to promote cooperation in a number of fields in the coming time between the two localities.

On behalf of the leaders of Ha Nam province, comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee warmly welcomed comrade Bun Khong La Chiem Phon and other members of the working delegation who visited and worked in Ha Nam province; and affirmed: Based on the foundation of the solidarity and friendship between the two countries, on June 6, 1979, the former Ha Nam Ninh province (now Nam Dinh, Ninh Binh, Ha Nam provinces) and U Dom Xay province became brothers, cooperating and helping each other to develop together. Continuing that fine tradition, over the past time, the two provinces of Ha Nam and U Dom Xay have organized many cooperation activities, exchanges, and experiences in leadership, direction and organization of political tasks, socio-economic development as well as exchanging information on the investment environment and potential strengths of the two provinces. Especially in 2022, on the occasion of the 60th anniversary of the establishment of Vietnam - Laos diplomatic relations (September 5, 1962 - September 5, 2022), the 45th anniversary of the signing of the Vietnam - Laos Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2022), the high-ranking delegation of Ha Nam province visited and worked in Udomxay province, the two sides signed a Memorandum of Understanding on friendship and cooperation on supporting scholarships for students, students and postgraduates of Udomxay province to study at educational institutions in Vietnam.

Exchanging information on the socio-economic development situation of Ha Nam province in recent times, the Standing Deputy Secretary of the Provincial Party Committee emphasized: The socio-economic situation of Ha Nam province remains stable and has developed, the growth rate in 2023 reached 9.41% (ranked 5th in the Red River Delta, ranked 8th in the country). The economic structure has shifted towards increasing the proportion of industry, trade - services - tourism; reducing the proportion of agriculture, but increasing added value. State budget revenue exceeded the set plan (reaching 14,617 billion VND), making Ha Nam one of 17 provinces to balance its budget in 2023. With its potential and strengths in tourism resources, Ha Nam has been and is being assessed as a safe and attractive destination for domestic and foreign tourists. The province's tourism revenue has seen significant growth: in 2022, it welcomed more than 3 million tourists, in 2023, it welcomed more than 4.3 million visitors. In 2023, Ha Nam province organized many foreign affairs and investment promotion activities in Japan, Korea, some European countries (Germany, Netherlands, Hungary), Singapore, Australia, Malaysia and the US... to introduce the investment attraction policy as well as the potential and strengths of the province; directly calling for and signing cooperation agreements with foreign partners. In 2023, Ha Nam attracted 35 newly-registered FDI investment projects in industrial parks in the province, with a total investment capital of 549 million USD (equal to 156% compared to the same period in 2022). The quality of education and training was maintained; key education achieved high results. Ha Nam currently has Nam Cao University area attracting investment from a number of major universities in Vietnam such as University of Construction, FPT UniSchool Ha Nam Education Complex...

Expressing his sincere thanks for the warm welcome, respect, solidarity and friendship of Ha Nam province for the delegation, the Provincial Party Secretary and Governor of Udomxay province, Bun Khong La Chiem Phon, congratulated the outstanding achievements of Ha Nam province in the past time; gave general information about the history, geographical location, socio-economic development, Party building work, potentials, strengths and investment attraction orientation of Udomxay province in the coming time.

The Secretary and Governor of Udomxay Province said that the cooperation between Ha Nam and Udomxay provinces is increasingly effective and comprehensive. In particular, Ha Nam has helped Udomxay develop its socio-economics, especially in the fields of education and training. On behalf of the Provincial Party Committee, the Provincial People's Council, the provincial government and the people of Udomxay Province, the Secretary of the Provincial Party Committee and Governor of Udomxay Province expressed his deep gratitude to the leaders and people of Ha Nam Province for their constant attention and support, and hoped that the tradition of special solidarity and comprehensive cooperation between the two provinces would continue to be strengthened and tightened in the coming time.

Also at the meeting, members of the delegation from Udomxay province and Ha Nam province exchanged and discussed a number of contents related to the fields of: education and training, public services, new rural development, investment attraction, etc.

On this occasion, Ha Nam province donated 2 billion VND in support funds to Udomxay province.

The visit and work of the high-ranking delegation of Udomxay province contributed to tightening and deepening the friendship and cooperation between Vietnam and Laos in general and the two localities in particular. In the coming time, Udomxay and Ha Nam provinces will continue to cooperate on the basis of exploiting potentials, strengths, and sharing experiences, to contribute to consolidating the friendly and cordial relationship and promoting socio-economic development and cooperation between the two provinces.
