At the conference, delegates listened to, discussed and gave opinions on the draft Law on State Budget (amended) and the draft Law amending and supplementing a number of articles of the Law on Planning.

Regarding the draft Law amending and supplementing a number of articles of the Law on Planning, opinions focused on groups of issues related to: proposing to study and supplement other legal capital sources in the cost of planning adjustment, in order to mobilize social resources, reduce pressure on the state budget; simplifying planning content to improve the effectiveness and feasibility of planning; perfecting the planning system, including adding technical and specialized planning to the planning system; eliminating technical and specialized planning at the district level to conform to the 2-level local government model.
Discussion opinions also recommended that it is necessary to perfect regulations on the order and procedures of planning activities and the responsibilities of agencies in state management of planning to remove difficulties and shortcomings in practice; specifically on the construction of a plan for a special administrative economic zone model to apply to coastal economic zones and border gate economic zones in the province; more detailed regulations on the deadline and order of local settlement; regulations on temporary budget allocation funds...

Regarding the draft Law on State Budget (amended), opinions focused on clarifying theoretical and practical issues and related legal bases. Thereby, it is recommended to review and adjust the authority, order, implementation procedures, and decisions on project investment and tasks outside the public investment plan; it is necessary to specify the determination of urgent cases as a basis for allocating lower-level budgets to support subordinate units managed by higher levels located in the area; and to supplement specific regulations on the authority of the Standing Committee of People's Councils at all levels.
Delegates also recommended and considered the proposal of a 100% land use fee and land rent revenue sharing ratio for localities, to avoid sudden impacts on the ability to balance local budgets after the Law takes effect, creating motivation for localities to exploit land resources sustainably; there should be regulations earlier than the "end of the budget year" time so that localities can proactively take necessary preparation steps, ensuring efficiency and timeliness in handling revenue shortfalls and balancing local budgets...
Concluding the conference, Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Thi Thu Ha acknowledged and highly appreciated the dedicated and responsible opinions at the conference. At the same time, she suggested that the delegates continue to study the draft laws and have more in-depth opinions based on the practices of each sector and locality. All consultation opinions of the delegates will be compiled by the Provincial Delegation of National Assembly Deputies, sent to the drafting agencies and presented at the National Assembly forum according to regulations.
