Focus on investment ineducational facilities and key industries

Bac Giang is the 6th province that the Monitoring Team has visited, after Hai Duong, Ho Chi Minh City, Ba Ria - Vung Tau, Thai Nguyen, Dak Lak. The Team will continue to monitor in 4 provinces/cities: Khanh Hoa, Tra Vinh, Hai Phong, Hanoi .

Chairman of the Delegation Work Committee Nguyen Thanh Hai - Deputy Head of the monitoring delegation said that organizing the monitoring in Bac Giang is very important, because this is a locality with a large population of over 1.8 million people (ranked 12th in the country) with over 1.1 million people of working age and is in the period of golden population structure. At the same time, the province is a gateway to attract workers in the northern mountainous region of Vietnam; the labor structure continues to shift strongly from the agricultural, forestry and fishery sectors to the industrial - construction and service sectors.

Through the report and discussion at the meeting, it can be seen that Bac Giang is very interested in the work of leading, directing, concretizing and organizing the implementation of the Party and State's policies and laws on human resource development. From 2021 to 2024, the Provincial Party Committee issued 12 documents, the People's Council issued 7 documents, and the Provincial People's Committee issued 53 documents in this field. Thereby, it shows that the issue of human resource development, especially high-quality human resources, in both the public and private sectors, is truly considered by the province as a strategic breakthrough to ensure the development of the province in the new period.

However, through monitoring, the problem of supply not meeting the demand of the labor market related to high-quality human resources also emerged. The demand for professional, skilled labor, capable of working in an internationally integrated environment is increasing rapidly due to the strong development of industries and services, but the shortage of professional labor to meet the practical needs of the locality.

The monitoring delegation recognized and evaluated that Bac Giang province has many good models and good practices in training human resources to meet the needs of local socio-economic development.

In the context of technology developing at a very fast pace, especially in the fields of artificial intelligence, automation, communications and information technology... there will be many challenges in developing and using human resources, ensuring jobs, adequate income and shifting economic and labor structure. The monitoring delegation suggested that Bac Giang province continue to promote the achievements, improve the quality and efficiency of training and using human resources according to the Party's policy of "mobilizing all resources for development".

Improve the quality of vocational training, especially in key industries; promote the application of the training model combining theory and practice at enterprises. Focus on investing in a number of key educational institutions and industries to meet local human resource needs.

Promote digital transformation, build digital infrastructure in education and human resource management; invest in building a complete, modern and effective labor market information system; improve the quality of management and analysis, forecast labor market trends...

“From the rich reality, the Supervisory Delegation hopes that Bac Giang province will have more breakthrough recommendations to contribute to the management and development of human resources, associated with the implementation of a number of new policies of the Party in Resolution 57 on breakthroughs in science and technology development and national digital transformation; Conclusion 115 on effective use of economic resources and Conclusion 127 on continuing to reorganize the apparatus of the political system”, emphasized Chairman of the Delegation Work Committee Nguyen Thanh Hai.

Vocational education network development

Previously, reporting to the Supervisory Delegation, Permanent Vice Chairman of the People's Committee of Bac Giang Province Mai Son said that in Bac Giang Province, there are currently 9,256 enterprises operating with 322,500 employees. Of which, 4,686 are working in state-owned enterprises, accounting for 1.45%; 218,546 are working in foreign-invested enterprises, accounting for 67.76%; 1,980 are working in joint venture enterprises, accounting for 0.61%; 97,288 are working in non-state-owned enterprises, accounting for 30.18%.

In general, in recent years, labor in the province has tended to shift from outside industrial parks and clusters to inside industrial parks and clusters, shifting from non-state enterprises to enterprises with foreign direct investment.

The scale, structure and quality of human resource training, especially high-quality human resources in Bac Giang province, have changed positively. The rate of trained workers reached 78%, of which 34% had degrees and certificates, 6.5% higher than the national average.

The network of vocational training institutions in the province is diverse in types, fields, levels and forms of training; there is a large team of teachers and educational managers with good professional qualifications, meeting the prescribed standards. The whole province has 50 vocational training institutions, vocational training establishments, the total scale of training enrollment at vocational training institutions in the province reaches over 31,000 workers/year. The rate of college and intermediate level students who have jobs suitable for their training industry and profession after graduation reaches 90% or more.

Notably, the Vietnam - Korea Bac Giang College of Technology and the Industrial Technical College have the capacity to train in professions recognized by countries in the ASEAN region or internationally; by 2023, they will meet the criteria and standards for quality assessment according to regulations.

However, the report of the People's Committee of Bac Giang province also pointed out some limitations, such as some specific policies of the province have a short implementation period, low support levels, not commensurate with the socio-economic development situation of the province, no breakthrough policies in supporting, attracting high-quality human resources, attracting investment in non-public vocational education facilities...
