Having Resolution 68 is like "drought meets rain"
Chairman of the Vietnam Association of Small and Medium Enterprises Nguyen Van Than affirmed that Resolution 68 of the Politburo has shown breakthroughs in the concept and thinking of developing the private economy. To concretize the resolutions, Mr. Nguyen Van Than proposed that the Government urgently develop and concretize mechanisms and policies suitable for each group of enterprises according to scale. At the same time, the Government should accelerate the process of removing administrative barriers and changing management thinking to serve development creation. In addition, it is necessary to focus on supporting small and medium enterprises to access resources such as land, finance, science and technology and high-quality human resources.
Chairman of the Vietnam Association of Construction Contractors Nguyen Quoc Hiep said that Resolution 68 of the Politburo is the "golden key" to promote private economic development. According to the Ministry of Finance, the number of established enterprises has increased sharply over the years and up to now there are nearly
1 million enterprises operating in the economy. On average, in the period 2010-2020, there were over 100,000 newly established enterprises each year with an annual registered capital of over 950 trillion VND; in the period 2021-2024, there were over 145,000 newly established enterprises each year with a total newly registered capital of over 1.5 million trillion VND.
However, the private sector still faces many barriers that hinder its development, with nearly 98% of private enterprises being small and medium-sized. Competitiveness, operational efficiency, and management skills are limited, and labor productivity is lower than that of foreign direct investment (FDI) and state-owned enterprises. The proportion of private enterprises participating in the FDI supply chain is low (only about 21%)...
These are also practical issues in Dong Nai, a province that has more than 60,000 businesses registered on the national registration portal, but the number of businesses that are actually operating effectively is still low. In recent times, the province has had policies to develop the private economy, focusing on small and medium enterprises and startups.
