In 2023, in addition to 2 regular sessions, the Provincial People's Council organized 05 thematic sessions to decide on urgent tasks, facilitating the direction and administration of the Provincial People's Committee to achieve the targets and tasks. The Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Provincial People's Council Committees have focused on improving the quality of questioning activities and implementing 06 thematic supervision contents on emerging issues of interest to voters, reporting the results to the Provincial People's Council at regular meetings during the year. Thereby, timely comments have been given to the Provincial People's Committee and departments, branches and localities to consider and resolve difficult and problematic issues; collecting important information, helping the examination of reports, projects and submissions to be of increasingly higher quality and closer to reality. In general, the recommendations of the Provincial People's Council, the Provincial People's Council Committees and the Provincial People's Council Delegation Groups through supervision have all been directed by the Provincial People's Committee to relevant departments, branches and localities to implement and report the implementation results to the Standing Committee of the Provincial People's Council for monitoring and supervision. In addition, there are 02 new forms of supervision to be implemented in 2023: taking a vote of confidence and explaining at the meeting of the Provincial People's Council Standing Committee. At the 18th session (special session), the Provincial People's Council took a vote of confidence for 23 people holding positions elected by the Provincial People's Council for the 2021-2026 term according to Resolution No. 96/2023/QH15 dated June 23, 2023 of the National Assembly and was made public on mass media for voters and people to monitor the activities of the government apparatus.
In addition, to improve the quality and efficiency of operations in performing the supervisory function; The Standing Committee of the Provincial People's Council organized a reporting session at the Standing Committee meeting of the Provincial People's Council on the development and allocation of regular expenditure norms (including staffing norms and labor contracts) for the period 2022 - 2025 in the province; the payment of contracted funds for forest protection in ethnic minority areas in the province. The effectiveness of the initial reporting session has contributed to solving existing problems in direction and administration; promptly resolving pressing and outstanding issues of concern to voters and people... contributing to promoting socio-economic development, ensuring national defense and security in the province.
Improve the effectiveness of contact and resolution of voters' petitions
In 2023, the Standing Committee of the Provincial People's Council coordinated with the Standing Committee of the Provincial Vietnam Fatherland Front to organize for the Provincial People's Council delegates to meet voters at 364 locations/124 communes, wards and towns with 16,479 voters participating. Voter contact activities have been improved in the direction of diversifying the content and form of contact, combining contacts of People's Council delegates at all levels to save time, while improving the effectiveness of receiving voters' opinions and recommendations. In particular, 9/9 Provincial People's Council delegations have conducted thematic voter contacts in the constituency. Initial results show that this form of voter contact is of interest to the majority of voters, contributing to promptly resolving a number of emerging issues in the locality.
The work of supervising the settlement of voters' petitions is increasingly becoming more systematic and of high quality; during the verification process, the Provincial People's Council Committees have focused on prolonged, urgent and urgent opinions to clearly identify the responsibilities of relevant organizations and individuals and make proposals and recommendations to ensure effective implementation of issues of concern to People's Council delegates and voters, especially clearly identifying the roadmap, resources and feasible measures to promptly resolve prolonged and urgent issues among the people. The results of the monitoring period at the end of 2023 showed that 63.06% of the total number of petitions under the jurisdiction of the provincial level were resolved by departments and branches or advised the Provincial People's Committee to explain and provide clear answers to voters.
It can be affirmed that the activities of the Provincial People's Council in 2023 have had positive changes in quality and efficiency; clearly and strongly promoting the role of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, along with the efforts and responsibilities of each elected representative. This is a premise for the Provincial People's Council to contribute with the entire political system to successfully complete the goals of the Resolution of the 14th Provincial Party Congress, term 2020 - 2025.
Demonstrating its determination to innovate in content and methods of operation, the Provincial People's Council has decided on 89 important resolutions at 7 sessions in 2023, creating an important legal basis to continue perfecting and synchronizing the legal system, promoting democracy, and improving the efficiency of the state apparatus.
