With the efforts in leadership, direction, administration, drastic and synchronous implementation of solutions of Party committees and authorities at all levels, and the joint efforts of all classes of people, Binh Thuan has achieved many encouraging achievements, including Party building and political system building, thereby increasingly affirming the comprehensive leadership role of the Party and the leadership capacity of Party committees at all levels in all areas of social life...

Implementing the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress and the Resolution of the Party Congresses at all levels; Party committees and organizations in the province have focused on leading and directing the implementation of Party building tasks with positive results. Political and ideological work, building ethics and culture in Party organizations and cadres and Party members have been constantly improved. The implementation of research, study, dissemination and propaganda of the Resolution of the 13th National Party Congress, resolutions and conclusions of the Central Conferences and directives and conclusions of the Politburo and the Central Party Secretariat have been ensured seriously and promptly; the content, methods and forms of study have been innovated. The highlight of the Party building work in the past time is that the Provincial Party Committee has launched and directed and guided the organization of a political activity with the theme "Keeping the Party member's oath" at all levels of Party committees, Party organizations, leaders, managers at all levels and Party members in the whole province, at the same time organizing research, study, dissemination and activities of Conclusion No. 21-KL/TW of the Party Central Committee (13th term) and the work "Some theoretical and practical issues on socialism and the path to socialism in Vietnam" by General Secretary Nguyen Phu Trong. In the work of protecting the Party's ideological foundation, fighting and refuting deviant and erroneous views, we have prevented and disabled websites, fanpages (pages), groups, and social networks that post false information; collected information, consolidated evidence to serve the fight and handling work. The Provincial Party Committee and the Provincial Party Committee Standing Committee have closely followed, grasped and directed localities and units to strengthen monitoring of public opinion, social networks and pages; at the same time, oriented propaganda agencies, cadres, party members, soldiers and people to post and share official information to create a spread in the community. The work of inspection, supervision and enforcement of Party discipline has been carried out seriously; the quality of inspections and supervisions has been improved, the content of inspections and supervisions has increasingly followed the requirements of Party building work and the tasks of each Party committee and organization; the inspection of Party organizations and Party members when there are signs of violations has been focused; the settlement of petitions, complaints, denunciations and the enforcement of Party discipline have been carried out in accordance with procedures and regulations. The work of preventing and combating corruption, practicing thrift and combating waste has been focused on leadership and direction with high determination; many outstanding and outstanding cases have been focused on and directed to achieve results. Regarding the content and methods of leadership, grassroots Party committees have focused on innovation to improve the quality of building and organizing the implementation of resolutions, programs, and work plans; focused on leading the resolution of difficult and complicated problems at the grassroots level; proposed policies, tasks, and measures to build clean and strong Party cells and Party organizations, associated with building and consolidating the political system at the grassroots level, improving the leadership capacity and fighting strength of Party organizations and cadres and Party members, especially detecting, fighting, and preventing signs of degradation in ideology, ethics, and lifestyle of a number of cadres and Party members. Along with innovation in the content and methods of leadership, grassroots Party committees have also supplemented and perfected working regulations; well implemented the periodic living regime, attached importance to political and ideological education and the work of inspecting and supervising Party organizations and Party members. The quality of Party cell activities has been gradually improved; Many Party committees have issued guidelines on the content of activities for each type of Party cell, issued specific criteria for assessing the quality of Party cell activities... In addition to the results achieved, we must frankly acknowledge that the leadership capacity and fighting strength of some grassroots Party organizations are still low, especially the ability to detect and propose policies and measures to lead and resolve problems arising at the grassroots level. The work of building and developing Party organizations and Party members in non-state enterprises is still confused and limited, Party cell activities in many places are still formal, thematic activities are not given importance, and the fighting spirit in self-criticism and criticism is still weak. Party membership recruitment in some places still follows quantity, not quality, Party member management, education and training have not received due attention; Party member screening and screening are not regular. The vanguard, exemplary spirit and moral qualities of a number of party members have declined, especially among the leaders of some grassroots party organizations. Disciplinary violations still occur.

Faced with the political tasks in the coming time of Party building and organization work, the requirement is to constantly improve the quality of Party committees, focusing on improving the professional skills of Party committees; focusing on training and fostering elected Party committees. Linking the consolidation of grassroots Party organizations with the reorganization of the apparatus on the basis of assessing the reduction of grassroots Party organizations from the recent reorganization of the apparatus and proposing solutions for the future. Review, supplement, amend, and perfect the functions, tasks, and working relationships of some types of grassroots Party organizations; improve the quality and strictly implement the working regulations of grassroots Party committees. At the same time, improve the political capacity, leadership capacity, skills, and Party work expertise of grassroots Party committee members, especially Party committee secretaries. Along with that, Party cells must continue to innovate and improve the quality of Party cell activities, ensuring education , combativeness, and leadership in activities; strengthen inspection, supervision, and promptly handle Party cells and Party members who violate regulations and principles of Party activities. Seriously and effectively carry out self-criticism and criticism, evaluate and classify the quality of Party organizations and Party members every year. Correctly assess the current situation, develop a plan to develop the number of Party members with a reasonable increase, on the basis of respecting political standards, ethics, lifestyle, and motivations of those applying to join the Party in accordance with the reality of each locality, industry, and field; focus on discovering, nurturing and admitting to the Party outstanding members who have matured in work, study, scientific research, and in the armed forces, creating a source of cadres for the political system at all levels. Strengthening education, training, and management of party members, introducing party members who are working regularly to maintain contact with party organizations and people in their places of residence...

The task of Party building and organization in the coming time is still very heavy, but with the important changes and results that have been achieved and the frank recognition of limitations and weaknesses, from which appropriate solutions are proposed, we believe that Party building and organization will continue to be an important premise for all levels, sectors and localities to continue to reap new achievements, contributing to the completion of the goals and tasks of the 2020 - 2025 term.
