Innovation towards national sustainable development

According to the Academy of Public Administration and Management (Ho Chi Minh National Academy of Politics ), the 2025 Forum has the theme: "Innovation towards sustainable national development in the new era".

The Forum is organized in collaboration with the United Nations Development Programme (UNDP), Chandler Institute of Governance, Lee Kuan Yew School of Public Policy (Singapore), Canadian Agency for International Education (CBIE), Eastern Organization for Public Administration (EROPA) and ASEAN Public Service Training Institutions Network (PSTI).

In his opening speech, Associate Professor, Dr. Nguyen Ba Chien, Director of the Academy of Public Administration and Management, said that the forum was organized to contribute to concretizing the guiding ideology of General Secretary To Lam on building a State that is innovative, honest, creative and serves the people; considering innovation and creativity as the capacity to act of the entire political system.

Innovation and creativity are not only associated with technology but also a fundamental transformation in management thinking, from administration-control to creation-development; from service to co-creation of public value with the people.

Associate Professor, Dr. Nguyen Ba Chien, Director of the Academy of Public Administration and Management, gave an introductory report at the forum.

With the theme “Innovation towards sustainable national development in the new era”, this year’s forum focuses on a number of major thematic groups. These are: vision and theory; policy action; human resources and system linkage; collaborative innovation capacity; system vision. The forum’s discussion results will be compiled into a policy recommendation report, serving research, teaching and policy making, contributing to concretizing the spirit of innovation in the direction of the Party and State.

Speaking at the forum, Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, affirmed that in the context of strong global fluctuations due to the technological revolution with artificial intelligence (AI), big data, cloud computing and new generation technology, innovation has become the central source of energy for national competitiveness.

Around the world, many governments have shifted from “administrative management” to “development creation”, considering governance capacity as a measure of national strength. In Vietnam, the Communist Party of Vietnam identifies innovation as an important driving force, which must be institutionalized and measured by people’s trust, as directed by General Secretary To Lam: “Innovation is not just a slogan, but must bring about real results”.

Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Council of Theory, spoke.

In 2025, administrative reform will be vigorously implemented towards a streamlined, honest and effective civil service, in which each cadre and civil servant will become an agent of innovation, daring to think, daring to do and daring to take responsibility. Science and technology, innovation, creativity and digital transformation are identified as the three pillars of development: digital economy, data economy and digital government.

Professor, Dr. Nguyen Xuan Thang said that, promoting the role of the theoretical center and training of cadres of the Ho Chi Minh National Academy of Politics, the Academy of Public Administration and Management is assigned the important responsibility of accompanying the process of institutional innovation and modernization of the Vietnamese civil service.

The Academy not only focuses on training, fostering and developing leadership, administrative and management capacity for cadres, civil servants and public employees, but also focuses on building innovation, creativity, strategic thinking and adaptability in the digital transformation period. At the same time, research, consulting and policy recommendations contribute to providing theoretical and practical bases for national development strategy planning.

Therefore, in the era of artificial intelligence and digital economy, innovation is not only the driving force for growth but also the foundation of modern national governance. A nation can only develop sustainably when every policy, every agency and every official knows how to innovate and serve. Innovation needs to become a culture of action for the entire system, connecting the State-School-Enterprise, creating synergy in administrative reform and improving national productivity.
