On November 27, in Ha Long City (Quang Ninh), Emulation Cluster No. 4 - Ministry of Public Security held a conference to summarize the emulation movement "For National Security" in 2024.
In 2024, the Public Security of the provinces in Emulation Cluster No. 4, including Quang Ninh, Phu Tho, Bac Ninh, Bac Giang , Hoa Binh and Vinh Phuc, were proactive and determined in leading and directing the implementation of assigned tasks; constantly innovating and promoting the emulation movement "For National Security". The Public Security of the units promoted the spirit of initiative and creativity in organizing and implementing emulation contents, thereby creating strong changes in all aspects of public security work.
Since then, the emulation movement has become increasingly profound, practical, and effective, maintained regularly and continuously in association with the activities of the entire People's Public Security force. At the same time, it has made an important contribution to building a regular, elite, and modern People's Public Security force. The movement has produced many typical and advanced models in studying, training, working, and fighting, truly exemplary models for the entire People's Public Security force to study and follow.
Speaking at the conference, Lieutenant General Nguyen Ngoc Toan, Director of the Department of Party and Political Affairs - Ministry of Public Security acknowledged, commended and highly appreciated the achievements of the units in the cluster. At the same time, he requested the Public Security forces of the provinces to proactively develop plans and programs to ensure absolute security and safety in the area, focus on directing and leading the emulation movement for national security practically and effectively, and spread beautiful images, replicate advanced models and typical examples.
At the conference, the Public Security of 6 provinces in the Emulation Cluster promoted the spirit of responsibility and solidarity, jointly evaluated and clarified the good work, shortcomings and limitations, drew lessons in leadership, direction and organization of the emulation movement in 2024, proposed effective solutions and methods to promote the emulation movement in 2025 and the following years.
Emulation Cluster No. 4 has agreed to select outstanding and typical units in the Emulation Cluster to propose the Government and the Ministry of Public Security to commend them in the emulation movement "For National Security" in 2024, and at the same time elected Phu Tho Provincial Police as the Cluster Leader, Bac Ninh Provincial Police as the Deputy Cluster Leader of Emulation Cluster No. 4 in 2025.
Speaking at the closing ceremony of the conference, Colonel Tran Van Phuc, Director of Quang Ninh Provincial Police, emphasized: Through the conference, the police of the provinces in the cluster understand each other better, are more united, learn good and creative ways to apply in their localities, with the highest goal: protecting national security, ensuring social order and safety, and building a clean and strong People's Police force.
