Ms. Le Thi Thanh Lam, Deputy Head of the Delegation of National Assembly Deputies of Hau Giang province, on behalf of the Delegation of National Assembly Deputies of the province, reported on the expected content of the Eighth Session of the 15th National Assembly.

According to Ms. Le Thi Thanh Lam, the Eighth Session of the 15th National Assembly will open on October 21st and is expected to close on November 30th. The session will be conducted in two phases (Phase 1: from October 21st to November 13th; Phase 2: from November 20th to November 30th). At this session, the National Assembly will consider and approve 16 laws, 2 resolutions, and provide feedback on 12 draft laws. In addition, the National Assembly will consider and decide on socio- economic issues, the state budget, oversight, and other important matters.

On behalf of the Hau Giang Provincial Delegation of National Assembly Deputies, Ms. Le Thi Thanh Lam also reported on the activities of the Hau Giang Provincial Delegation of National Assembly Deputies since the Seventh Session. She also presented a summary of the responses to the petitions of Hau Giang voters before and after the Seventh Session of the 15th National Assembly.

During the meeting, voters expressed their joy and appreciation for the innovations and quality of the National Assembly's work; they generally agreed with the proposed agenda for the Eighth Session as well as the results of the responses to voters' opinions and recommendations by the Hau Giang Provincial Delegation of National Assembly Deputies.

In addition, voters have raised many opinions and suggestions related to policies and laws concerning health insurance and social insurance; they also requested the acceleration of the implementation of the project to build embankments to prevent landslides along the Xa No canal. Voters also suggested the need for policies to promote economic development, especially in the agricultural sector; effective solutions to increase the export of agricultural products, contributing to job creation in the area, while improving the quality and price of agricultural products, avoiding the situation of "bumper harvest, falling prices".

Speaking at a meeting with constituents, National Assembly Chairman Tran Thanh Man said that the 15th National Assembly has three more sessions (the Eighth, Ninth, and Tenth sessions) before its term ends. According to the Chairman, no other term has presented the country with as many difficulties and challenges as this one, having to confront the Covid-19 pandemic which lasted for more than two years. In addition, the global situation has seen many complex and unpredictable developments, affecting the world economy in general and Vietnam in particular.

According to the Speaker of the National Assembly, Typhoon No. 3 and the subsequent floods have seriously affected 26 provinces and cities in the North. Preliminary estimates of property damage to the people and the state are over 81 trillion VND, reducing the country's GDP growth rate by approximately 0.15%. This is a significant loss beyond expectations and predictions.

The Speaker of the National Assembly emphasized that, in the face of difficulties and challenges, the 15th National Assembly has strived to innovate its thinking in lawmaking to create favorable conditions for citizens and businesses.

“General Secretary and President To Lam has directed that lawmaking must stem from practical realities, learning from experience as we go, avoiding perfectionism and haste; placing the people and businesses at the center and as the main subjects; promptly addressing difficulties and obstacles to unlock resources and ensure the resolution and overcoming of bottlenecks; all for the socio-economic development and ensuring national defense and security of the country.”

"We should boldly delegate decision-making authority to provinces and localities, and hold them accountable based on legal regulations. The key is to apply these regulations in a way that ensures the development of each locality. We must promptly identify and resolve current difficulties and obstacles, from the commune and district levels to the provincial level, especially in promoting socio-economic development and improving the lives of the people. Whatever the commune can do, the commune should do it immediately; whatever the district can do, the district should do it immediately; whatever the province can do, the province should do it immediately; we shouldn't wait for the central government. This is a very new guiding principle and perspective," the National Assembly Chairman noted.

The Chairman of the National Assembly also provided further information, stating that the Central Committee has now established subcommittees: the Document Subcommittee, the Personnel Subcommittee, and the Logistics Subcommittee to serve the 14th National Party Congress. Localities are also actively preparing for Party congresses at all levels that will take place next year.
