In the last months of the year, at Pha Rung Shipbuilding Company Limited, the working atmosphere is urgent and bustling. The workshops are rushing to complete the last oil and chemical tankers in a series of 10 ships exported to Yentec Company (Korea). General Director Vu Huu Chien said that this contract and many other repair and new construction contracts have ensured stable employment until mid-2029.
The year-end production picture at Song Cam Shipbuilding Joint Stock Company is also improving. With more than a month to go before the end of 2025, the company has completed and delivered dozens of newly built ships, far ahead of schedule. Song Cam Shipbuilding Joint Stock Company General Director Hoang Van Tung said that the company's expected production value this year is about VND1,295 billion, exceeding the plan by 25%.
In addition to large shipbuilding enterprises, many other units also recorded positive changes. In early 2025, Pacific Shipbuilding Joint Stock Company and Viet Thuan Transport Company Limited signed a contract to build 8 new international ships without restrictions, opening a series of large orders for the industry. Dong A Shipbuilding Industry Joint Stock Company continued to maintain stability with small ships and barges serving domestic transport.
According to the Department of Industry and Trade, after the crisis since 2008, shipbuilding and ship repair facilities in the city are clearly recovering. Production has increased, revenue has improved, and workers' lives are guaranteed with an average salary of 12-14 million VND/person/month. Some factories have continuously received contracts to build new export and domestic ships of high value, ensuring jobs until the end of 2026, and are negotiating orders for the 2027-2028 period.
However, the Hai Phong shipbuilding industry still faces many bottlenecks such as the shortage of highly skilled workers, difficulties in accessing credit capital and unsynchronized infrastructure. These are factors that need to be resolved to create a new foundation for the industry to develop sustainably and become more competitive in the region.
The foundation for new progress

The rapid recovery and expansion of the international market have helped the city identify shipbuilding as a key industry. At a meeting with Aries Energy and Transportation Group and Delta Group on November 12, comrade Le Trung Kien, member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board, emphasized that shipbuilding is a unique industry, with leading role, playing an important role in the industrialization and modernization process...
In the coming time, the city will implement the Project to Restore and Develop the Shipbuilding Industry, adjusting the planning until 2040, with a vision to 2050 towards modernity, greenness and intelligence. In particular, priority will be given to the application of automation technology, digital transformation, use of new materials, ensuring environmental standards and energy saving.
According to Mr. Hoang Van Tung, General Director of Song Cam Shipbuilding Joint Stock Company, to seize the opportunity, the industry needs to fundamentally solve the infrastructure problem. Many factories are still operating in limited space, degraded slipway systems, and water areas not deep enough for large tonnage ships. Investing in new, synchronous and modern infrastructure will create stronger construction capacity and help businesses improve their position in international contract negotiations.
Along with that, preferential credit mechanism is a great desire of the shipbuilding business community of the Port City. The industry has a long production cycle and large contract value, which makes it high risk and difficult to access capital. Considering the formation of a specialized credit package will help businesses boldly invest in technology, expand production and improve competitiveness.
Human resources are also an urgent issue. Currently, the industry is lacking thousands of 6G welders, assembly workers, and ship design engineers. The city is coordinating with universities and vocational institutions to build training models according to orders, increase practice time, and link training with the actual requirements of businesses.
Experts assess that the world shipbuilding market is expanding strongly. Products using clean energy, automation technology and advanced materials are forecast to dominate the period 2026 - 2030. This is a market segment that Hai Phong enterprises can participate in if they have the right investment strategy.
The strong recovery of many large shipbuilding enterprises, along with new mechanisms and policies being researched and perfected, promises to create a solid foundation for Hai Phong's shipbuilding industry to continue to develop, reach out to the international market, and make important contributions to the marine economy.
