Since June 1, the Social Order Administrative Police force has launched a general inspection and review of residence in 171/171 communes, wards and towns. This is a key activity to improve the effectiveness of residence management, clean up population data, and contribute to maintaining security and order at the grassroots level according to Plan No. 156/KH-CAT-PC06 dated April 29, 2025 of the Provincial Police. The general inspection focuses on comprehensively reviewing the residence situation of people, including: permanent residence, temporary residence, stay, temporary absence; firmly grasping population movements; checking compliance with the law on residence of individuals and organizations; promptly detecting and handling violations and shortcomings in the implementation process; at the same time, preventing crimes and other violations of the law.
To effectively carry out its tasks, the Department of Administrative Police for Social Order has established working groups to coordinate and support the police of communes, wards and towns to conduct inspections and screening of residence in the area. During the general inspection, local police actively supported people to activate electronic identification accounts on the VNeID application, issue citizen identification cards, and provide instructions on how to use digital signatures. This is a practical step in implementing the Government 's Project 06, promoting the digitization of administrative procedures, helping people access public services more quickly and conveniently.
Mr. Pham Van Hieu, Zone 8, Bai Chay Ward (Ha Long City) said: I think this residential inspection is very necessary. My family rents out a room, previously there was some incorrect information in the population data, but thanks to the inspection, the ward police came to my house to guide me to update it. Clear residential management helps me ensure security and order in the rental area.
The residential inspection and review has helped the police force promptly detect and correct incorrect and outdated information on the national population data system. Tens of thousands of households were inspected, of which hundreds of cases were supplemented, updated or registered for residence in accordance with regulations. Thereby, the authorities have a more accurate view of population fluctuations in each area, creating a foundation for building effective social management policies.
In addition, the inspection of residence in complex areas, boarding houses, and conditional business establishments has helped detect many violations such as failure to declare residence, incorrect residence address, use of false information, etc. Thereby, contributing significantly to the prevention and fight against crimes and social evils, especially in the context of many people moving to Quang Ninh to work, study and live. As of 11:00 a.m. on June 3, the police force of the whole province had inspected 3,576 households, 12,320 people. Thereby, information for hundreds of cases was updated and adjusted; at the same time, many cases of violations of regulations on registration and management of residence were detected and handled.
Lieutenant Colonel Nguyen Hong Van, Deputy Head of the Department of Administrative Management of Social Order, Provincial Police, said: General inspection and review of residence is not only a regular professional task of the police force, but also an important activity to consolidate a modern and effective population management system. The inspection is also an opportunity for the police force to widely disseminate to the people about the 2020 Law on Residence and related regulations. Thereby, raising awareness and self-consciousness of compliance with the law on residence in the community. Many households have proactively gone to the police headquarters to supplement, adjust information or register temporary residence according to regulations.
The initial results of the general inspection and review to improve the effectiveness of residence management show the serious and synchronous participation of functional forces, and at the same time affirm the key role of residence management in protecting security and order, serving the sustainable development of the locality.
