Red River Delta - The pioneer region entering the new era

In 2024, the socio -economy of the Red River Delta region will continue to develop strongly, always taking the lead in implementing strategic breakthroughs and innovating the growth model.

That was the statement of Minister of Planning and Investment Nguyen Chi Dung at the 5th Conference of the Red River Delta Coordination Council held this morning (January 14).

According to the Minister, last year, the region's economic growth exceeded the national average and the Southeast region; it continued to lead in state budget revenue, exports, and foreign investment attraction.

Specifically, the region's Gross Regional Domestic Product (GRDP) in 2024 will reach about 7.9%, higher than the national average (7.09%); ranking 2nd among 6 economic regions.

There are 4 localities in the region with double-digit growth, in the top 10 of the country, such as: Hai Phong 11.01%, Ha Nam 10.93%, Hai Duong 10.02%, Nam Dinh 10.01%.

The export value in the area reached over 132 billion USD, leading the country, accounting for nearly 32.5% of the total export value of the country (405.53 billion USD).

Foreign direct investment (FDI) attraction in 2024 will have a strong breakthrough, leading the country with a total registered capital of 20 billion USD, accounting for 52.6% of the country; in which: Bac Ninh, Quang Ninh, Hai Phong, Hanoi are always in the top 5 localities in the country.

Disbursement of public investment capital in the region is estimated at 141.8/175.8 trillion VND as planned by the Prime Minister, reaching nearly 81% of the plan, higher than the national average (77.55%). The regional planning, the implementation plan of the regional planning and the planning of 11/11 localities have been approved by the Prime Minister; currently, localities are actively developing plans to implement the planning.

The Minister emphasized: “With many outstanding results achieved in economic development, it is possible to affirm its position and role as a dynamic region, orienting and leading the economic growth of the whole country and being one of the pioneering regions entering the new era”.

With the target of economic growth for the whole year of 2025 striving for double digits; based on the results of the implementation of tasks in 2024, the expected action plan for 2025, the Ministry of Planning and Investment recommends to the Prime Minister, Chairman of the Red River Delta Coordination Council to direct relevant ministries and localities to: urgently complete the assigned tasks in the 2024 action plan of the Regional Coordination Council and the tasks in the Government's Action Program on schedule.

For proposed tasks and projects that are not implemented, it is recommended to report to the Government, Prime Minister, and Chairman of the Red River Delta Coordination Council according to their authority.

In addition, ministries, branches and localities need to resolutely implement the Prime Minister's direction in Official Dispatch No. 140/CD-TTg to achieve the target of double-digit economic growth in 2025. Localities must identify breakthrough targets for the coming period; proactively and flexibly resolve difficulties and challenges, and maximize opportunities for development.

The Ministry of Planning and Investment "ordered" leading localities in the region such as Hanoi, Hai Phong, Quang Ninh... to achieve double-digit growth to affirm their role as one of the two leading locomotives of the country.

Along with that, continue to implement the activities of the Regional Coordination Council in a practical and effective manner, according to the assigned functions and tasks, enhance the coordination and linkage role of the Regional Coordination Council, promote the potential and strengths of provinces and cities, overcome development bottlenecks; at the same time, organize, assign and coordinate the Coordination Teams at the ministerial and provincial levels to develop the contents and plans to implement the activities of the Regional Council during the year.

On the other hand, focus on promoting the disbursement of public investment capital from the beginning of 2025, taking public investment as the leading factor, activating social investment, promoting public-private partnership; promptly reviewing and removing difficulties and obstacles for each project, especially important national projects and works, national target programs to speed up the implementation of strategic transport projects, airports, seaports, highways, inter-regional and inter-provincial projects, etc.

In addition, Minister Nguyen Chi Dung said that, with its position as the largest center of science - technology and innovation in the country; the region needs to identify this as a growth driver in 2025 and the following years, and requested localities in the region to urgently develop and promulgate a Plan to implement the Government's Action Program to implement Resolution No. 57-NQ/TW.

At the same time, focus on widespread propaganda, raising social awareness of science and technology, innovation and digital transformation to promote the combined strength of the entire political system, the active participation of entrepreneurs, businesses and people in implementing the revolution in science and technology, innovation and digital transformation.

The Minister emphasized: "Hanoi needs to continue to coordinate with ministries and branches to implement the Law on the Capital to develop and issue documents guiding the implementation of the Law according to plan; focus on solutions to accelerate, break through, affirm the central role, the driving force leading the Red River Delta region, ready to enter a new era, an era of prosperity and wealth for the country".
