According to information from the Provincial General Hospital, Dong Van General Clinic has a scale of more than 8,000 m2 including a 2-storey medical examination and treatment building; a 1-storey ancillary building, and auxiliary works. The General Clinic is under the Provincial General Hospital according to the scale of a Grade I hospital, with an expected number of medical examinations and treatments of 120 - 150 cases/day. Phase 1 was completed at the end of 2019; Phase 2 was completed at the end of 2023. The project has completed construction and installation work for each item and phase in accordance with the construction management process according to regulations on quality management and maintenance of construction works. The Provincial General Hospital has accepted the Dong Van General Clinic project from the construction contractor at the end of 2022; By the end of 2023, the Department of Construction will organize a conference to inspect the completion of the project and request the investor and contractor to add the land allocation decision to the project file.
The hospital has planted trees, installed a clean water supply system; planned office supplies, medical supplies, equipment, and information technology equipment for Dong Van General Clinic. Implemented the appointment process, issued decisions to appoint leadership positions of the clinic; developed a human resource plan to mobilize when the clinic came into operation. The hospital has transferred 1 mobile X-ray machine, 1 electrolyte analyzer, 1 coagulation analyzer, 1 hematology analyzer, 1 urine analyzer, 1 blood gas analyzer, 1 centrifuge, and 1 electrocardiograph. At the same time, the unit has balanced its own budget to purchase a number of equipment and supplies with a total cost of more than 3.7 billion VND.
Currently, the hospital's difficulties are that there is no decision to allocate land to Dong Van General Clinic; there is no hazardous waste treatment system; there is a lack of some equipment (CT scan system, biochemical testing machine, general ultrasound machine, etc.). In order for the clinic to come into operation soon, the hospital requests the Provincial People's Committee to direct departments and branches to guide the Provincial General Hospital (investor) on the procedures to submit to the competent authority to issue a decision on land allocation; allow the establishment of funding needs for construction, purchase, and installation of a wastewater treatment system (estimated amount is 500 million VND); allow the establishment of funding needs for equipment procurement (total estimated amount is 27.55 billion VND, of which the hospital's self-guaranteed source is 3.779 billion VND; the proposed budget source is 23.771 billion VND).
Regarding the project to renovate and expand the Lam Ha Ward Provincial General Hospital (invested by the Department of Health), up to now, all works of the project have been completed and handed over to the Provincial General Hospital for use from July 2024. However, putting the facility in Lam Ha Ward into operation needs to ensure long-term stability, while the province is planning to invest in building the Provincial General Hospital at a new location (in Document No. 12/UBND-GTXD dated January 3, 2024 of the Provincial People's Committee on the policy of researching and preparing a report proposing investment policies for 5 public investment projects in Phu Ly City and Kim Bang District). On the other hand, the arrangement of human resources, equipment, drugs, medical supplies, etc. requires mobilizing many resources from the Provincial General Hospital in Minh Khai Ward, Phu Ly City, given the lack of resources at the Provincial General Hospital. Therefore, the Provincial General Hospital requested the Department of Health to consider and report to the Provincial People's Committee to transfer the facilities of the Provincial General Hospital and the works under the project to renovate and expand the Provincial General Hospital in Lam Ha Ward to other units for management and use. Through inspection and understanding the actual situation, Secretary of the Provincial Party Committee Le Thi Thuy requested the health sector to urgently develop a project to arrange the sector's public service units; research and calculate appropriately to put some units under the department to operate at the Provincial General Hospital in Lam Ha Ward, no later than September, absolutely not to waste facilities. At the same time, based on the functional requirements and tasks of each unit, arrange areas in a harmonious and reasonable manner.
Regarding the Dong Van General Clinic project, the Provincial Party Secretary said that the province has provided funds to purchase equipment for the clinic's operations in each phase and completed land procedures. Before completing the land procedures, the Provincial Party Secretary requested to review and review the responsibilities of relevant groups and individuals in the process of building the clinic, which has not yet handed over the land, and report to the Provincial Party Standing Committee for solutions; requested that the procedures must be completed in September and put into operation in October at the latest to serve the people's health care needs.
