Solving employment problems
At the dialogue, many opinions focused on the difficulties in starting a business associated with digital transformation. Ms. Vu Lan Anh, Secretary of the Youth Union of Dinh Ke Ward ( Bac Giang City) said that many young people have boldly brought their startup products to e-commerce platforms but still face difficulties in technology skills, building digital brands, online promotion, initial investment costs and proposed that the province have specific assessments and practical support solutions to help young people start sustainable businesses.
Mr. Khuc Van Tuan, Secretary of the Youth Union of Tan Son Commune (Luc Ngan District) reflected that some ethnic minority youths are still limited in accessing job opportunities and starting a business due to lack of digital skills, soft skills and fear. Mr. Tuan suggested that the province have its own mechanism to support this group of people to improve their capacity, creating conditions for economic development associated with preserving the cultural identity of ethnic minorities.

Some officials and youth union members expressed concerns about the difficulty of workers over 35 years old finding jobs in enterprises. Representative of young workers, Chairman of the Trade Union of JA Solar Vietnam Co., Ltd. Nguyen Van Giang shared that the US's imposition of import tax of up to 46% on some industries such as textiles, electronics, energy batteries, etc. is causing workers to face the risk of reduced jobs and income. Therefore, he suggested that the province soon come up with practical support solutions for workers.
Focus on training digital transformation human resources
Regarding digital transformation, Ms. Tran Kim Dung, Secretary of the Youth Union of the Department of Home Affairs, stated that the locality lacks high-quality IT human resources, leading to difficulties in the digital transformation process. Ms. Dung suggested that the province have a long-term strategy to attract and train technology human resources, while encouraging young people to proactively learn and improve their qualifications.

Mr. Dinh Nguyet Minh, Secretary of the Youth Union of the Department of Finance, mentioned the implementation of Resolution 57-NQ/TW of the Politburo on innovation and digital transformation and suggested that the province promote the development of digital infrastructure and data, and at the same time pay attention to training human resources to meet practical requirements to effectively carry out the digital transformation task.
Regarding the education sector, some opinions mentioned Circular No. 29 of the Ministry of Education and Training regulating extra teaching and learning. The opinions suggested that the province provide specific instructions to avoid the situation of forced extra learning, while ensuring the right to study of students with legitimate needs.
Ms. Vu Thi Minh Thuy, Deputy Secretary of the Youth Union of Bac Giang High School for the Gifted, said that the issue of school psychological counseling has not received due attention. Many schools do not have counseling rooms or specialized staff, while students face a lot of pressure in studying, and school violence is increasing. She suggested that the province have policies to support the development of an effective school psychological counseling system to protect students' mental health.
Promoting youth, pioneering in digital transformation
In a frank and open atmosphere, the dialogue received 16 opinions from youth union members in many fields. Representatives of leaders of relevant departments and branches answered and clarified the contents raised by cadres and youth union members.

Discussing solutions to support and promote youth startups associated with digital transformation, comrade Nguyen Gia Phong, Deputy Director of the Department of Science and Technology, said: The Provincial People's Committee has directed the Department of Science and Technology to advise on the establishment of the Center for Innovation and Creativity, build a coordination mechanism between agencies and units to best support youth union members. Organize specialized training programs on startups and digital transformation; incorporate digital transformation and startups into vocational education programs. Research on the establishment of a Startup Support Fund, Startup Incubator, Innovation and promulgate a number of policies to facilitate digital startups. Organize digital transformation startup competitions and forums; attract and build a creative startup community, especially youth union members.
Regarding school psychological counseling, the representative of the Department of Education and Training said: The whole province has more than 1,000 teachers and staff with school psychological counseling certificates. 85% of schools have psychological counselors, regularly coordinate with other sectors to organize psychological counseling seminars, and provide psychological counseling services for students at school, but most of them are part-time, lack policies to attract specialized human resources, and are limited in facilities. In the coming time, the Education sector will comprehensively assess the current situation, advise the Provincial People's Committee to synchronously deploy solutions to develop specialized teams, organize annual training, invest in infrastructure, pilot recruitment of counseling staff at some schools, and propose appropriate support and remuneration mechanisms.
In addition, many other issues such as: Tourism development; management of extra teaching and learning; employment support for workers beyond youth age... were discussed and clarified by representatives of relevant departments and sectors. The opinions will continue to be synthesized and researched as a basis for perfecting policy mechanisms, contributing to promoting the role of youth in the socio-economic development of the province.

Speaking at the dialogue, comrade Nguyen Viet Oanh highly appreciated the sense of responsibility, creative and innovative ideas of the youth, and clarified a number of issues of concern to the youth union members.
He affirmed that youth is the core force, playing an important role in the socio-economic development of the province. In the breakthrough orientations for socio-economic development of the province, in addition to infrastructure, institutions and people, science and technology are identified as key factors. The province has issued resolutions and projects related to this field, in which youth are identified as the leading force in science and technology and digital transformation. Therefore, each youth union member needs to constantly learn to improve their qualifications and knowledge of science and technology and digital transformation. The Department of Science and Technology is interested in coordinating with the Provincial Youth Union to implement programs to propagate and disseminate digital capacity to all subjects, especially rural youth and ethnic minorities.
Regarding labor and employment, the province is strongly developing industrial parks and clusters, high-tech agriculture and services. To meet the increasing labor recruitment needs of enterprises, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs to study and implement solutions for retraining, career conversion, and support for workers aged 35 and over to find and have stable jobs.
Regarding the issue of startups associated with digital transformation, comrade Nguyen Viet Oanh said that recently, the Central Committee issued Resolution No. 68 on private economic development with many breakthrough contents. Bac Giang is a land with a lot of room for young people to start businesses in all fields, so the youth union members need to take the lead, from small groups starting businesses with practical ideas, creating models suitable to the conditions and reality of each locality; promptly seize opportunities, promote the application of science and technology to startups, and spread the entrepreneurial spirit to all classes of people.
Affirming the spirit of "Youth can do anything difficult", he hoped that Bac Giang youth would continue to promote their youth, innovate in activities, pioneer in digital transformation, build many effective startup models, and make practical contributions to the sustainable development of the province.
