Speaking at the opening of the exercise, comrade Vo Tan Duc emphasized: Resolution No. 28 of the Politburo determined to build a defense zone with comprehensive potential and strength, to prevent and defeat the plots and activities of " peaceful evolution" and riots and overthrow by hostile forces; maintain political stability and a peaceful environment for socio-economic development, promote industrialization and modernization of the country; effectively handle defense and security situations; maintain national sovereignty and territorial integrity, be ready to defeat aggressive wars, firmly protect each locality in all situations, and contribute to firmly protecting the socialist Vietnamese Fatherland.

Therefore, this PTKV exercise must be closely linked to practical activities, concretizing the dissemination and implementation of the Party and State's policy on continuing to build centrally-run provinces and cities into solid defense zones in the new situation.

Through the exercise, the leadership and direction capacity of Party committees and authorities will be continuously improved and enhanced; the level of staff work, coordination and combat cooperation of departments, branches and organizations with the armed forces in the context of implementing new models and new organizations to promptly and effectively respond to defense and security situations; at the same time, it will be the basis for supplementing combat plans and evaluating training results and combat readiness of the armed forces.

Practice handling crowd dispersal situations.

In order for the exercise to be successful and achieve the set goals and requirements, the Chairman of the Provincial People's Committee requested the Steering Committee, the Steering Committee's agencies, and the directors of agencies and units to be proactive, creative, and closely coordinate in management; create realistic scenarios, suitable to the developments of the situation; monitor and closely follow to promptly guide the exercise framework to properly implement the intentions and exercise plans.

For forces participating in the exercise, it is necessary to have a firm grasp of the content, time, and space of the situation; closely follow the principles, regulations, rules, functions, and tasks of agencies, departments, branches, and localities to prepare the content. The content of the practical exercise to handle the situation must comply with the process of managing the use of weapons, equipment, and technical equipment, ensuring absolute security and safety throughout the exercise.

Giving gifts to the forces participating in the exercise.

The exercise is divided into 3 phases: Transition status; organization of defense preparation; practice of defense. This is the first PTKV exercise organized after the operation of 2-level local government, thereby raising many issues about the operating mechanism, organization of implementation and coordination work, ensuring the need to continue to study and apply appropriately to practical conditions.
