Tourism businesses said that after the Dong Nai Provincial People's Committee requested not to organize sightseeing tours, many units and schools canceled sightseeing tours and summer travel.

Many summer travel businesses "cancel" tours

On May 27, a number of tourism businesses in Dong Nai province continued to report to Tuoi Tre Online about school representatives canceling contracts and taking back deposits for previously signed summer tours.

The reason, units and schools said that Dong Nai Provincial People's Committee has issued a document directing not to organize groups to visit and study outside the province to arrange administrative apparatus, so they dare not go sightseeing and travel in the summer.

Representatives of tourism businesses whose tours were canceled also said that the policy was put forward by the Dong Nai Provincial People's Committee after the Vinh Cuu District Departmentof Education and Training went to Ha Giang to learn digital experiences, aiming to rectify the misuse of the budget under the pretext of both studying and traveling.

A representative of a travel agency in Bien Hoa City, who asked not to be named, said: "The document of the Dong Nai Provincial People's Committee reminded the heads of agencies, units, and authorities at all levels and said not to organize study tours. It did not say that teachers and students were prohibited from going out or traveling on their own.

Schools have also completed their tasks for the school year. They pooled money to organize summer vacation tours, but school principals were worried about being disciplined so they canceled the contracts, causing damage to many tourism businesses. Therefore, there needs to be a clear explanation of the document so that school and unit representatives understand and do not worry about being criticized or disciplined."

Chairman of Dong Nai Tourism Association speaks out

Speaking to Tuoi Tre Online , Mr. Tran Dang Ninh - Chairman of Dong Nai Province Tourism Association - said: "Members continuously reported to the association about tour cancellations because they understood that the document issued by Dong Nai Province People's Committee was not to organize tour groups, to take care of arranging administrative units.

Meanwhile, schools and students at the end of the school year, not directly affected by the administrative arrangement, are still worried and cancel their tours.

According to Mr. Ninh, through studying the document of Dong Nai Provincial People's Committee (No. 6126/UBND-KGVX dated May 21, 2025), the association found that this document did not clearly stipulate the scope and subjects directly affected by the arrangement of administrative units, leading to inconsistent application among agencies and organizations.

Mr. Ninh also said that he had just sent a document to the Department of Culture, Sports and Tourism to advise the Provincial People's Committee to clarify the content of the above document in the direction of only applying the temporary suspension of organizing groups to study experiences to agencies, organizations and localities directly related to the arrangement of administrative units.

At the same time, allow organizations and units that are not subject to administrative arrangements such as schools using socialized funding sources to continue organizing study trips to the source, "red addresses" and summer activities in 2025, in accordance with current regulations and ensuring savings and efficiency.

"Dong Nai Tourism Association has noticed that in recent times, its member units have been actively implementing the policy of stimulating tourism, contributing to promoting socio-economic development according to the Government's policy. Therefore, we are proposing to remove the above obstacles to avoid damage to businesses," said Mr. Ninh.

Worry about arranging the apparatus, not organizing tours.

After the incident of "a district department in Dong Nai organizing a trip to Ha Giang to learn about digital transformation experience in education", on May 21, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc signed an urgent document (6126/UBND-KGVX) criticizing the Chairman of Vinh Cuu District People's Committee. At the same time, he said that the province has focused on rearranging and reorganizing administrative units at all levels and building a model and organizing a 2-level local government.

The head of Dong Nai Provincial People's Committee also requested that directors, heads of departments, branches, and chairmen of district and city People's Committees from now until the completion of the arrangement and reorganization of administrative apparatus and units at all levels "not organize delegations to visit and learn from experiences outside the province".

In case it is necessary to organize a delegation to study work experience, it must report and propose to the Chairman of the Provincial People's Committee for consideration and decision.
