Implementing Decision No. 213 of the Prime Minister on approving the Project for general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State, Dong Trieu City has established a Steering Committee for general inventory headed by the Vice Chairman of the City People's Committee. Based on the guidance of the Department of Finance, the standing agency of the Steering Committee for public asset inventory of the city guides agencies and units under the city to conduct the inventory. At the same time, agencies and units are sent to participate in training in online and direct forms to grasp and implement the general inventory of assets. The Steering Committee for public asset inventory of the city inspects and supervises the implementation of specific contents and responsibilities of agencies and units; promptly handles difficulties and obstacles in the implementation of the inventory.
Up to now, the units have completed the general inventory report. According to statistics, in the city, there are 1,326 agencies and units subject to inventory, including: 155 land plots, 619 houses, 552 architectural objects with a total original value of over 1,900 billion VND, the remaining value is over 1,336 billion VND. These public assets are all used for the right purpose, right function, avoiding waste, promoting efficiency.
The general inventory of assets under the direction of the Government is an important task, helping to count and accurately determine the list and value of total assets. For localities, the good implementation of the general inventory of assets helps to manage and use them better in the coming time.
Comrade Nguyen Quang Dan, Vice Chairman of the City People's Committee, said: Although annual inventories and accounting books have been conducted, there are still some limitations such as units not reflecting the correct value of land use rights, some assets that have expired and have not been promptly liquidated, assets that have been handed over and put into use after investment have not been properly accounted for, and all kinds of assets... leading to confusion in the process of implementing the general inventory of public assets. To strictly manage public assets Propose that the Ministry of Finance integrate the use of inventory data in the general asset inventory software instead of the national public asset software and at the same time add reporting forms according to the new Circular and Decree to the general asset inventory software to facilitate annual reporting.
Regarding public land management, in Dong Trieu City, there are currently 24 land plots with land recovery decisions by the Provincial People's Committee with a total area of 131.97 hectares. Of which, there are 4 land plots with assets on the land including: Tea production and processing workshop in Thuy An ward; Ice block production facility and agricultural product storage warehouse in Binh Khe ward; Well station 348 in Mao Khe ward and Dong Trieu bus station in Duc Chinh ward. 16 land plots without assets on the land have been updated in the planning layers, of which 8 land plots have restored the environment, leveled, planted trees or constructed infrastructure to be transferred to resettlement projects. The remaining 4 land plots have land recovery decisions according to the 2003 Land Law. Currently, the Department of Agriculture and Environment has organized on-site recovery and handed over to the People's Committee at the commune level and assigned the People's Committee at the commune level to be responsible for management.
To manage the land well, the city has updated the land use purposes in the planning, land use plan; zoning plan submitted for approval, publicized the approved planning on the media system, posted at the headquarters of the People's Committee at the commune level to attract investment. Currently, the land is in the process of calling for and attracting investors to research to carry out procedures to put the land fund into use.
