On January 21st, the Ho Chi Minh City Police Investigation Agency temporarily detained Nguyen That Cam (born in 1981, residing in District 5), Nguyen Thanh Phong (born in 1975, residing in District 8), Nguyen That Thuyet (born in 1979, Cam's older brother), and Duong Thi Thuy Hang (born in 1988, residing in Tan Phu District) for investigation into the act of pimping.
At approximately 8:40 PM on January 18th, the Criminal Police Department of Ho Chi Minh City (PC02), in coordination with the Police of District 5, inspected the 98 karaoke restaurant on Tran Binh Trong Street, Ward 1, District 5.

Based on the seized documents, the police initially determined that the restaurant owners, including Cam, Thuyet, and Phong, organized for the restaurant's female waitresses to engage in prostitution with customers to increase revenue.
During the inspection, the police discovered that manager Duong Thi Thuy Hang was assisting four female waitresses in prostitution at two hotels in District 5. Each time a female employee provided sexual services to a client, the price was 5 million VND.
Cam, Thuyet, and Phong agreed that Thuyet would be the registered owner of the business license and would manage the restaurant on their behalf, bearing all responsibility when Cam and Phong were not present.
The restaurant always has around 40 female staff members, dressed provocatively in see-through clothing, ready to go all the way with customers.
