Comprehensive breakthrough, strong movement in military building

The Vietnam People's Army (VPA) is an important and special part of the political system, organized according to the principles of concentration, unity, and tight organization from top to bottom. Streamlining the organization and staffing and improving operational efficiency are not only internal requirements of the process of building a revolutionary, disciplined, elite, and modern army, but also a political responsibility in realizing the resolutions of the Central Committee, contributing to the innovation of the national political system.

With that spirit, during the past term, the Party Committee of the Army has clearly defined policies, orientations, and specific instructions, and implemented many synchronous and methodical solutions that are close to the characteristics of each agency, unit, and force. Notably, the reorganization of units has been directed towards streamlining the focal points, reducing intermediaries, and eliminating overlapping functions; increasing the assignment of tasks to the grassroots; clearly and transparently decentralizing powers; adjusting functions and tasks in accordance with the requirements of the task of protecting the Fatherland in the new situation; focusing on building a strong, comprehensive, "exemplary, typical" unit, focusing on building discipline and training.

One of the highlights of the term is that the Central Military Commission and the Ministry of National Defense have organized a review and assessment of the actual situation of the organization and staffing of the entire army, clarified the causes, and thereby determined the focus and key points to make adjustments to the organization and staffing in accordance with the Party's policies and guidelines, in accordance with reality, and to meet mission requirements. The process of arranging the organization and staffing does not reduce combat strength but on the contrary, improves the effectiveness of coordination, command and control, saves resources, reduces administrative procedures, and improves operational efficiency.

Many new organizational models and new staffing have been deployed to meet the requirements of the new situation, in line with the model of implementing two-level local government. To meet the new requirements, the Central Military Commission and the Ministry of National Defense have directed academies and schools to promote innovation in training content, programs, and methods towards closeness to combat reality, reducing theory, increasing practice, and introducing many new training contents into training, such as digital transformation, cyber warfare, cyberspace operations, etc. In particular, tightening discipline and order in the Army is placed at the center of the process of building discipline. The Party Committee of the Army has promoted the spirit of "self-examination, self-correction", closely combining political education , raising legal awareness with strengthening inspection and supervision. A series of surprise and thematic inspections have been conducted seriously, publicly, transparently, and strictly handling violating groups and individuals, with no forbidden areas and no exceptions.

Statistics show that the number of violations of discipline and law in the entire army has decreased year by year. The ideological situation of officers and soldiers has been stable. The rate of units with safety in all aspects has been constantly increasing. The Emulation Movement for Victory has been promoted in conjunction with discipline training and building discipline. These are the specific measures for the effectiveness of breakthroughs in this field.

Demonstrate political mettle and strategic thinking

Breakthroughs in organizational structure, regularization, law enforcement, and discipline are not only internal requirements of the Army but also a measure of the leadership and direction capacity of the Army Party Committee for the key task of building a revolutionary, regular, elite, and modern Army; building a politically strong Army - the fundamental, consistent, and most decisive factor of all military missions.

The success of these breakthroughs is the result of the process of thoroughly grasping the Resolution of the 13th National Party Congress, the resolutions and directives of the Politburo and the Secretariat; the Resolution of the 11th National Party Congress of the Army, the specialized resolutions of the Central Military Commission on organization, staffing, building discipline, law enforcement, and discipline; at the same time, creatively and flexibly applying models of advanced countries within a framework suitable to the characteristics of the Vietnam People's Army; the cause of building and defending the socialist Vietnamese Fatherland and international integration.

In the context of the world and regional situation continuing to have many complex and unpredictable developments, the Army must ensure combat readiness, participate in preventing and fighting natural disasters, epidemics, and rescue, and be the core force in building defense zones, preventing and fighting "peaceful evolution" plots and "depoliticizing" the Army. The pressure of the task requires the organization and structure of the force to be streamlined, flexible, mobile, and ready to handle diverse and unexpected situations. Practice shows that thanks to the good implementation of breakthroughs, the Army has excellently completed regular and unexpected tasks. Officers and soldiers of the entire army not only excellently completed political tasks but also effectively performed many tasks, such as participating in preventing and fighting epidemics, supporting localities in socio-economic development, overcoming the consequences of natural disasters, maintaining the ideological battlefield in cyberspace, etc.

For the goal of building a revolutionary, regular, elite, and modern army

The achievements in the past term are a solid foundation for the Army to continue to promote the work of building organizational structure, building discipline, law enforcement and discipline in the coming time. The draft Political Report submitted to the 12th Party Congress of the Army clearly defines the goals, tasks and specific solutions, continuing to consider these as key steps of strategic significance, for the goal of building a revolutionary, disciplined, elite and modern Army.

Accordingly, the entire army continues to review and perfect the organization and staffing in accordance with the new organizational model, especially the implementation of the two-level local government model; promote the application of information technology and artificial intelligence in military personnel management, training management, unit management and operation; improve the capacity of state management on national defense in the entire political system; build a team of cadres at all levels who are truly exemplary, have courage, intelligence, responsibility, and are pioneers in innovation and building discipline. Promote the role of party organizations and cadres in building an exemplary and healthy military cultural environment; uphold discipline as a core value; build motivation from within, from the spirit of self-awareness, from the flesh-and-blood attachment between the army and the people, between soldiers and the organization.

With a glorious tradition of more than 80 years of building, fighting and maturing, with the results and experience gained in the 2020-2025 term, the Vietnam People's Army will continue to promote the functions of a combat army, a working army, a production labor army, and build a solid national defense posture in the new period. In particular, the foundation of a streamlined, appropriate organization, strict discipline, and exemplary regularity are factors that ensure the overall strength and sustainable development of the Vietnam People's Army. Achievements in implementing breakthroughs in organization, regularity, law enforcement, and discipline in the past term are vivid proof of the self-adjustment and self-improvement capacity of a revolutionary army in new conditions. The Vietnam People's Army has demonstrated its steadfast political will, high organization and discipline, close ties with the people, and responsive adaptation to new requirements of the cause of national construction and defense.

However, there are still many difficulties and challenges ahead. Some aspects of the organization and staffing are still inadequate and have overlapping functions; violations of law and discipline have decreased but are not yet truly sustainable; the establishment of a regular order in some units is not uniform. That requires the entire Party Committee of the Army and each officer and soldier to continue to promote the spirit of initiative and creativity, uphold personal responsibility, especially the exemplary role of the leading officers at all levels in organizing and implementing.

Entering the new term, along with effectively implementing the Resolution of the 12th Party Congress of the Army, officers and soldiers of the entire army need to clearly identify: Reasonable organization is the condition; building discipline is the method; compliance with the law and discipline is the measure of the quality of revolutionary soldiers. Each stage and each task is closely linked together, creating a combined strength to build a strong and comprehensive Army.
