Phu Yen : Bai Rang Eco-tourism Project continues to be adjusted

After nearly 20 years of planning, the Bai Rang Eco- tourism Project continues to be extended to the end of June 2025. Anh Chau Company Limited is currently the investor of the project (since 2018).

Phu Yen Provincial People's Committee has just approved the adjustment of the investment policy of Bai Rang Eco-tourism Project of Anh Chau Company Limited.

Accordingly, the Project has 3 adjusted contents including scale, total investment capital and project progress.

In terms of scale, the project invests in building an eco-tourism area, including a camping area; hill bungalow; single bungalow; double bungalow; guest house; restaurant; mini swimming pool; parking lot; internal traffic roads; landscape trees... and installation of equipment.

Total adjusted capital is 90 billion VND; of which, equity is 60 billion VND, loan capital is 30 billion VND

Regarding the project implementation progress, the People's Committee of Phu Yen province requested Anh Chau Company Limited to complete the remaining investment procedures and invest in completing the project and putting it into operation within 12 months from June 27, 2024.

In which, phase 1 items include single bungalow; double bungalow; guest house; restaurant; mini swimming pool; parking lot; internal traffic road; landscape trees... and installation of construction equipment completed and put into operation within 3 months (from June 27, 2024).

In Phase 2, Anh Chau Company Limited must complete the remaining investment procedures and invest to complete the entire project and put it into operation within 12 months.

Anh Chau Company Limited was approved by the People's Committee of Phu Yen province for the project investment policy (adjusted) in Decision No. 1804, dated September 13, 2018. The project is implemented in Xuan Hai commune, Song Cau town.

Initially, the Bai Rang Eco-tourism Project was invested by Trung Duc Fine Arts Photography Company Limited; it was permitted by the People's Committee of Phu Yen province to be implemented on an area of 7.7 hectares in 2005.

However, in early October 2014, the People's Committee of Phu Yen province requested the Department of Planning and Investment to review and prepare procedures to submit to the People's Committee of the province to revoke the projects of 6 tourism projects due to failure to implement investment procedures in accordance with regulations; the project implementation progress according to the investment certificate has expired or the time limit for announcing the investment policy has expired but the investor has not implemented the project in accordance with regulations. The Bai Rang Eco-tourism Area Project of Trung Duc Fine Arts and Photography Company Limited is one of these 6 projects.

According to research, after 10 years, Trung Duc Fine Arts Photography Company Limited could not carry out the project due to land issues.

On December 15, 2017, in a document sent to the Government Office , the People's Committee of Phu Yen province said that on March 20, 2014, Trung Duc Fine Arts Photography Company Limited issued Document No. 01/2014/CV-CTTĐ requesting to stop implementing the Bai Rang Eco-tourism Project and requesting to be refunded the investment costs in the project according to state regulations.

Based on the company's document, Phu Yen Provincial People's Committee issued Notice 819, dated November 25, 2015, accepting the suspension of the project and assigning specialized agencies to inspect the contents related to the project, the origin of the land, and problems in the process of land recovery and clearance of the relevant parties to have a basis for considering and resolving the refund of funds for land clearance for Trung Duc Fine Arts Photography Company Limited according to the law.
