Quang Nam Province Integrated Adaptive Development Project: What to do to start construction before September 2025?

According to the Provincial Traffic Construction Investment Project Management Board (investor), the Quang Nam Province Adaptive Integrated Development Project is located in Duy Xuyen, Thang Binh, Nui Thanh districts and Tam Ky City. The project has a total investment of more than VND 2,722 billion, equivalent to USD 113.39 million.

Of which, ODA loan capital from the World Bank (WB) is about 76.57 million USD. The project implementation period is within 6 years from the date the loan agreement takes effect (expected 2026 - 2031).

Director of the Provincial Traffic Construction Investment Project Management Board - Mr. Nguyen Van Thuong said that the project was approved by the Provincial People's Committee in Decision No. 574, dated March 14, 2024. The investment goal is to enhance connectivity, remove infrastructure obstacles, and create a smooth and synchronous traffic system.

Improve the inland waterway transport system, enhance flood drainage in the Truong Giang river basin, support flood prevention in Tam Ky area, serve people's lives, tourism and economic development in the area; reduce pollution and environmental degradation.

The project is also aimed at improving the capacity of fishing boats to anchor and shelter from storms in the Cua Dai and Cua Lo areas. It creates a premise for completing the Chu Lai Open Economic Zone according to the plan, and serves as a basis for studying flood drainage plans for Tam Ky City across the Truong Giang River.

The investment scale includes: Dredging the Truong Giang River with a total length of 60km; building embankments at locations at risk of bank erosion; Tam Ky City flood drainage complex; building bridges across the Truong Giang River (6 new bridges, restoring 1 residential bridge).

The investor said that on May 5, 2025, the WB met and approved the project. On August 6, 2024, the Provincial People's Committee issued a decision approving the contractor selection plan for the bid packages preparing to implement the project. In addition, the Provincial People's Committee also approved the competition plan and established the Tam Thanh Bridge Architectural Competition Council.

Vice Chairman of the Provincial People's Committee Tran Nam Hung said that this is a large project of great significance to increase access to adaptive infrastructure services and improve capacity for planning and managing adaptive development to natural disaster risks.

The project uses ODA loans, so it must be determined that progress cannot be delayed. The Provincial People's Committee will hold a meeting to assign each task clearly, with specific time and implementation roadmap associated with the responsibilities of each individual and group.

Quickly remove obstacles

According to Mr. Nguyen Van Thuong, it is necessary to speed up the preparation process to be able to carry out the work of selecting construction contractors soon after the agreement is signed; avoid the occurrence of commitment fees and other financial fees of the loan; avoid prolonging which will increase costs due to inflation. Thus, there are some tasks that need to be carried out immediately at this time.

It is expected that the WB will send a letter requesting negotiation and loan approval to the Ministry of Finance on May 12, 2025, so the Provincial People's Committee should consider sending a document to the Government Office and the Ministry of Finance to promote negotiations for the project.

The investor proposed that the Provincial People's Committee consider approving the regulations and tasks of the Tam Thanh Bridge architectural competition as proposed by the Department of Construction; adjusting the route of Tam Thanh Bridge as proposed by Tam Ky City. The investor hopes that the relevant departments will guide the dismantling and recovery of old bridges on the river.

In addition, the Provincial People's Committee is considering licensing and adding construction material mines to serve the construction of the project because there are currently only 2 operating soil mines and 1 temporarily suspended sand mine in the area.

The Provincial People's Committee has assigned localities to be the investors of sub-projects for compensation and site clearance. In the immediate future, the District People's Committee will direct the strengthening of current management; organize consultations with people in affected areas. Develop compensation and site clearance plans and approve them before June 2025.

In case of need to build a resettlement area, the locality must promptly review the planning and determine the location for implementation, so that there will be a site to start construction before September 2025.

Another important issue proposed by the investor is that agencies, units and localities advise, update, supplement and adjust relevant planning documents to ensure consistency and synchronization in construction and planning management.

The Management Board of Economic Zones and Industrial Parks of the province and the People's Committee of Tam Ky City should soon study and update the item "Tam Ky City Flood Drainage Complex" into the zoning plan to add bridges and culverts across the flood drainage canal to suit the traffic in the area.

On the afternoon of May 6, while inspecting the areas preparing to implement the Quang Nam Province Integrated Adaptive Development Project, Alternate Member of the Party Central Committee and Provincial Party Secretary Luong Nguyen Minh Triet requested relevant parties to focus on effectively implementing compensation and site clearance, especially for aquaculture areas and resettlement.

Comrade Luong Nguyen Minh Triet noted that the project uses loan capital, so it is necessary to pay close attention to the implementation progress. The Provincial People's Committee will soon develop a plan and roadmap for site clearance. Departments, branches and localities will urgently complete the procedures to start construction on schedule.
