At noon on September 27, the Department of Meteorology and Hydrology ( Ministry of Agriculture and Environment ) informed that storm No. 10 (Bualoi) is still moving rapidly in the West-Northwest direction with an average speed of about 35km/hour.
The National Center for Hydro-Meteorological Forecasting predicts that on the morning of September 28, the storm will enter the central sea area and by tomorrow night (September 28), it will make landfall directly in the Nghe An - Northern Quang Tri area.
With a wide circulation, strong winds will directly affect the coastal provinces of the Northeast and North Central regions, from Thanh Hoa to Hue. This is a very strong storm, with winds on land that can be equivalent to or exceed storm No. 5 (Kajiki) that made landfall in Ha Tinh earlier this year.
The National Center for Hydro-Meteorological Forecasting said that currently, the world's meteorological centers also predict that storm No. 10 will make landfall in the area from Nghe An to Northern Quang Tri. However, the centers give different numbers about the intensity of the storm when it makes landfall in Vietnam.

The Japan and China Meteorological Agencies forecast that the storm will make landfall in Vietnam at level 12, gusting to level 15. The Hong Kong Observatory (HKO) said the storm would be stronger at level 13 and gusting to level 16. The US Navy forecast that the storm would be equivalent to level 12 according to the storm scale that Vietnam applies.
Vietnam's National Center for Hydro-Meteorological Forecasting said that on land, from the afternoon of September 28, the Thanh Hoa - Northern Quang Tri area will have winds of level 8-9, near the storm center 10-12, gusting to level 14; Quang Ninh - Ninh Binh and Southern Quang Tri - Hue will have winds of level 6-7, gusting to level 8-9. From the night of September 27 to 30, the Northern and North Central regions will have heavy to very heavy rain, with common rainfall of 200-400mm, locally over 600mm, with a very high risk of flash floods and landslides.
