The investment project to build Tu Lien bridge and the road at both ends of the bridge across the Red River, starting at the intersection with Nghi Tam road (Tay Ho) to the intersection with Truong Sa road (Dong Anh district), was started after only 5 months of Hanoi city preparing to invest and assigning departments and branches to process project documents using the "green lane" mechanism (procedures are resolved within no more than 24 hours).
At the groundbreaking ceremony, Chairman of Hanoi People's Committee Tran Si Thanh said that the investment in the construction of Tu Lien bridge and the road connecting Tu Lien bridge to Hanoi - Thai Nguyen expressway plays an important role. The bridge not only reduces traffic congestion and overload for existing bridges across the Red River, but also quickly connects the city center with the northern and northeastern areas of the Red River, Thai Nguyen province, promotes urbanization, population dispersion, gradually completes the general planning for the construction of Hanoi capital, the planning for the development of Hanoi's transport, and ensures security and national defense.
The approved project includes four component projects, including three site clearance component projects and one investment project to build Tu Lien bridge and access road. The total investment of the entire project is about 19,830 billion VND. The total length of the project is about 5.1km.
"Immediately after receiving the direction of the Central Party and Government leaders, Hanoi city has focused on implementing the assigned tasks with many creative, flexible and appropriate solutions, including organizing the flow to shorten the processing time by issuing a priority mechanism for "green lanes" to be processed within 24 hours, thereby shortening the time to collect opinions from relevant departments, branches and localities and shortening the appraisal time... These solutions have created a strong driving force to accelerate the investment preparation progress, helping the project to have a very quick preparation and commencement time, within only 5 months" - Mr. Thanh said.
Continuing to implement and promote the above "mechanism" for handling work, the city has directed investors, departments, branches and sectors, after the groundbreaking ceremony, to focus on speeding up the project's progress, ensuring quality, and striving to complete the project by 2027.
Shorten construction time by 6 months
Attending and speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that in recent times, Hanoi has implemented many solutions to achieve results in socio-economic development, including transport infrastructure. However, to become a civilized and cultured city, Hanoi still has two major problems that need to be solved, and these are also the concerns of the Central and Government leaders with Hanoi: traffic congestion and environmental pollution. Therefore, in development plans and strategies, the city needs to consider these two tasks as the focus, the key points, and need to give special priority to effectively solve them.
Currently, the city is focusing on developing transport infrastructure, including Ring Road 4, Ring Road 5 and bridges across the Red River, including Tu Lien Bridge, which started construction today. However, the progress and implementation process need to be accelerated to avoid delays and reduced investment and exploitation efficiency.
Regarding Tu Lien Bridge, the Prime Minister assessed that the commencement of construction of the project is extremely necessary and correct, because the bridge not only plays a role in reducing traffic congestion but also creates connections within the city, regional connections, and international connections when the bridge and approach roads are both connected to Noi Bai Airport and Gia Binh Airport (Bac Ninh) in the future.
To speed up the project progress, the Prime Minister cited the experience and reality of implemented projects. It is necessary to clear the land early so that investors have land for construction.
"This is very important. If the City Party Secretary and District Party Secretaries do not closely monitor and take part, it will be very difficult. When I was the provincial Party Secretary in the locality, there was a household that had not yet handed over the land, I also went down to meet and ask them. When people see that the head of the Party Committee and the government cares and closely monitors the project and the people's lives and they are listened to and their difficulties are resolved, people are willing to share and support the project," said the Prime Minister.
For contractors at the Tu Lien bridge project, the Prime Minister requested to ensure progress and quality, but instead of 30 months, it needs to be accelerated and completed early, at least within 24 months.
"The National Exhibition and Fair Center is a typical example. It was initially expected to take 2 years, but now it is almost completed in less than 1 year. This is a great effort of Vingroup Corporation. With Tu Lien Bridge, in addition to Vingroup Corporation, the project also has the participation of Thai Binh Duong Corporation - which has a lot of experience in construction. Therefore, I propose to shorten the construction period to 24 months. Because the construction area is not large, only more than 5km, working overtime, applying all the most modern things in the construction industry to this project is a basis to shorten the time" - the Prime Minister suggested.
Regarding relevant ministries and branches, the Prime Minister stated that they must join hands with Hanoi and quickly handle issues arising during the construction process, ensuring that the project will be completed in just 2 years and opened to traffic on the exact date of commencement, May 19, 2027.
