The Ministry of National Defense is drafting a Circular amending and supplementing a number of articles of Circular No. 69/2020/TT-BQP dated June 15, 2020 of the Minister of National Defense detailing a number of articles of the Law on Militia and Self-Defense Forces (MND) on training, fostering, coaching, competitions, sports, and exercises for the MND.
The purpose of amending and supplementing a number of articles of Circular No. 69/2020/TT-BQP is to overcome the above limitations, difficulties and inadequacies, organize unified implementation nationwide, improve the quality of training, fostering, coaching, competitions, sports, and exercises for militia and self-defense forces, meet the requirements of national defense and military tasks in localities, agencies and organizations; at the same time, serve as a basis for agencies, units and localities to organize, direct, inspect and evaluate the results of militia and self-defense training.
Accordingly, the draft proposes to amend and supplement Clause 3, Article 3 on training time and fostering of the position of militia and self-defense commander as follows:
Command positions of commune-level military commands, military commands of agencies, organizations, battalions, naval regiments, companies, and squadrons; air defense and artillery militia platoons; platoon leaders, squad leaders, boat captains, village team leaders, and battery team leaders: 5 days/year.
Based on mission requirements, annually or periodically, the Commander of the Hanoi Capital Command, the Commander of the Ho Chi Minh City Command, and the commander of the military command shall consult with the Chairman of the Provincial People's Committee to decide on training for the positions of commanders of military commands at the commune level, military commands of agencies, organizations, and commanders of self-defense units (where there is no military command of agencies or organizations), for a period not exceeding 5 days.
Agencies, units and localities are proactive in choosing training and development content suitable to the requirements and tasks of their agencies, units and localities.
The draft also proposes to amend and supplement Clause 4, Article 3 on the training program and fostering of militia and self-defense commander positions.
Accordingly, the training program is specified in Appendix I issued with this Circular; based on the prescribed program, the specific annual training content is determined by the training organization authority and reported to the direct superior for approval.

According to Circular No. 69/2020/TT-BQP, the training and fostering time for militia and self-defense command positions is 7 days. In reality, the Ministry of National Defense believes that the training and fostering time is long, while the content that needs to be trained and fostered is not much. Therefore, it is necessary to reduce the time (5 days) to suit the requirements of the task.
