The National Assembly Standing Committee has sent to National Assembly deputies a report on amending and supplementing a number of articles of the 2013 Constitution.
The submission stated that this amendment and supplement to the Constitution aims to promptly institutionalize the Party's policy of continuing to innovate and streamline the political system's apparatus to make it more compact and operate effectively and efficiently.
This also creates a constitutional basis for the arrangement of the agencies of the Vietnam Fatherland Front (VFF), socio-political organizations and mass organizations assigned by the Party and the State, perfecting the model of organizing two-level local governments in the direction of being closer to the people, serving the people better, and at the same time opening up a new situation for national development with a long-term vision.
In the submission, the National Assembly Standing Committee proposed that the National Assembly consider and decide on amending and supplementing the 2013 Constitution with a focus on two groups of contents.
One is the provisions of the 2013 Constitution related to the Vietnam Fatherland Front and socio-political organizations to meet the requirements of streamlining the organizational apparatus, promoting the role, responsibility, and proactiveness of the Vietnam Fatherland Front, the role of gathering classes and strata in society, ensuring a strong orientation towards the grassroots and close adherence to the locality.
Second, the provisions in Chapter IX of the 2013 Constitution to implement the two-level local government organization model; at the same time, there are transitional provisions to ensure that local governments operate smoothly and without interruption, in accordance with the planned roadmap for arrangement and merger.
Because the scope of this amendment and supplement to the Constitution is limited, expected to only involve about 8/120 articles of the 2013 Constitution, the National Assembly Standing Committee proposed that the National Assembly determine the form of document to amend and supplement a number of articles of this Constitution as a Resolution of the National Assembly (similar to what was done in the amendments and supplements to the Constitution in 1988, 1989 and 2001).
The National Assembly Standing Committee also proposed that the National Assembly consider and decide to establish a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution, chaired by the National Assembly Chairman, with members including representatives of leaders of central agencies and organizations.
The Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution will organize research and develop a draft Resolution to amend and supplement a number of articles of the 2013 Constitution, organize public consultation and receive comments from the people, sectors and levels to complete the draft Resolution to amend and supplement a number of articles of the 2013 Constitution to submit to the National Assembly for consideration and approval at the 9th Session.
To ensure the progress of amending and supplementing a number of articles of the Constitution and related laws and resolutions, to be completed before June 30 and take effect from July 1, the National Assembly Standing Committee proposes that immediately after the National Assembly agrees on the policy of amending the Constitution, the Committee for Drafting Amendments and Supplements to the 2013 Constitution will announce and collect opinions from the People, sectors and levels. At the same time, the draft content will be submitted to the National Assembly for consideration, discussion and initial comments.
Based on the comments of the people, sectors, levels and the discussion opinions of National Assembly deputies, the Drafting Committee for Amendments and Supplements to a Number of Articles of the 2013 Constitution and relevant agencies and organizations will organize research, explanation, acceptance, and completion of the draft Resolution and submit it to the National Assembly for discussion and second comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Next, based on the direction of competent authorities and the opinions of National Assembly deputies, the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution will continue to revise and complete the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, and submit it to the National Assembly for approval before June 30.
