Speaking at the discussion on the draft Law amending and supplementing a number of articles of the Law on Public Debt Management, delegate Ly Thi Lan, member of the Provincial Party Standing Committee, Head of the full-time National Assembly delegation of the province, agreed with the necessity of amending and supplementing the Law to institutionalize the Party's policies and remove practical difficulties and obstacles arising after nearly 7 years of implementing the Law.
Regarding the concept of the Government guarantee limit, the delegate proposed to amend Clause 21, Article 3 to clearly state that "The Government guarantee limit is the maximum guarantee level of the Government in 1 year or 5 years, determined by the actual amount received minus the principal repayment. This limit does not include all potential contingent liabilities from undrawn guarantee commitments. The determination of contingent debt obligations from guarantees is carried out according to the principles of fiscal risk management prescribed by the Government". According to the delegate, this concept will ensure that the guarantee limit tool is maintained to control the debt ceiling; supplement guidance on assessing contingent obligations, thereby linking guarantee policies with fiscal risk management, while improving budget transparency and National Assembly supervision.
Regarding handling violations, the Head of the Provincial National Assembly Delegation proposed amendments in the direction of detailing legal responsibilities and agreed to assign the Government to specify violations in public debt management, handling authority, handling level and consequence assessment process, ensuring consistency with relevant laws on public finance, anti-corruption, thrift practice and anti-waste. The delegate also proposed to keep the regulation on the Provincial People's Committee having to seek approval from the Ministry of Finance on the conditions and terms of local government bonds. If the draft Law is still decentralized, it is recommended that the full authority to the Provincial People's Council for approval must be within the total loan amount approved by the National Assembly to ensure public debt safety.

Commenting on the draft Law amending and supplementing a number of articles of the Law on Insurance Business, delegate Nguyen Viet Ha proposed adding to Article 3a the principle of meeting the conditions for capital contribution according to the provisions of Vietnamese law for foreign investors. Currently, the Investment Law stipulates a number of principles when investing such as conditions on market access, conditions on ensuring national defense and security, land conditions, etc.
In Article 65 on the conditions for capital contributors to establish insurance and reinsurance enterprises in the form of limited liability companies, delegates said that removing the requirement for confirmation from competent authorities of the host country that foreign insurance enterprises do not seriously violate legal regulations on insurance business is unreasonable, because this field has high risks, wide-ranging consequences, and requires clear verification of the capacity and compliance with the law of the enterprise.
Regarding Article 73 on the official operating period, delegates proposed to review the regulation on the reporting period for the extension of operations 15 days before the official operating date. At the same time, review and retain the regulations on core conditions such as legal capital, legal representative, business headquarters, etc. In Article 101, delegates suggested to add content on surplus distribution to fully ensure the financial management principles of insurance enterprises. Delegates proposed a number of regulations related to human resources, capital, finance, accounting regime and financial reporting of insurance brokerage enterprises.

Delegate Vuong Thi Huong agreed with the draft Law and gave detailed comments on 7 specific groups of issues, focusing on resolving practical problems and ensuring the consistency of the law. Regarding health insurance, the delegate proposed to amend the definition of "Health Insurance" (Clause 15, Article 4) to clarify that this type includes risks arising directly from accidents, illnesses, and diseases.
Regarding the validity period of insurance agent certificates (Article 157): Delegates pointed out the discrepancy between the draft Law (allowing the use of old certificates until June 30, 2026) and the Circular of the Ministry of Finance (requiring the submission of conversion dossiers before September 30, 2025) and proposed to extend the deadline for submitting conversion dossiers to June 30, 2026. At the same time, the regulation allows agents who have submitted valid dossiers before this deadline to continue operating until the approval results are available, avoiding income interruption.
Regarding the terms "headquarters" and "transaction office": It is recommended to add a clear definition or adjust the terms to be consistent with the Enterprise Law (for example, use "Branch, representative office, business location..."). Regarding the effective date (Article 156), the draft has too many different effective dates (2028, 2031), making it difficult to look up and apply. Delegates suggest that the Drafting Committee issue a "Transitional Appendix" attached to the Law to clearly list each clause, effective date, and transitional provisions.
Regarding state management (Article 151 of the current Law), it is proposed to add to the tasks of the Ministry of Finance in the draft law to institutionalize Directive No. 52-CT/TW of the Secretariat (on linking health insurance and commercial health insurance). Regarding bonuses and support for insurance agents (Article 128 of the current Law), add the definition of "bonus and support" to the explanation of terms (Article 4) and assign the Ministry of Finance to specify in detail the scope and principles of implementation.
