BHG - Not simply an administrative directive, the Program to eliminate temporary and dilapidated houses in Duc Xuan commune (Bac Quang) has lit the fire of solidarity, spreading love so that "no one is left behind".
Duc Xuan is a commune in the particularly difficult region III of Bac Quang district. The whole commune has 5 ethnic groups living together; of which, the Dao, Tay, and Mong people account for 99%. In 2024, the rate of poor and near-poor households in the commune is still high, accounting for 49.33%. Due to many objective and subjective reasons, poverty is like a vicious cycle that "takes root" from generation to generation. It is not only present through statistics but also imprinted in every dilapidated, makeshift house scattered on the mountainside. Secretary of the Duc Xuan Commune Party Committee, Bui Nhat Dai shared: "When checking, we discovered that there are up to 32 poor and near-poor households living in houses that do not ensure safety for people and property. Therefore, we determine that ensuring housing is not only an urgent task but also a political responsibility, a mission for the lives of the people".

With that determination, right after the emulation movement "Joining hands to eliminate temporary and dilapidated houses" in the district was launched (November 2024), Duc Xuan pioneered in starting the construction of solid houses for poor and near-poor households and was also one of the first communes to complete this program, leaving a strong mark on the spirit of daring to think, daring to do, for the prosperous life of people in difficult areas. The clear result is that the commune has mobilized a total resource of nearly 2.7 billion VND to support 13 households to build new houses and 19 households to repair their houses. Regardless of the harsh weather or long distance, the strong hands of commune officials, members of socio-political organizations, teachers, militia and self-defense forces and villagers together contributed nearly 1,400 working days. They dug the foundation, poured the foundation, erected pillars, roofed... Every detail in the new house is marked by sharing and affection. “I never thought I would have such a well-built house. The sharing of the staff and the people has given my family the strength to overcome poverty,” said Mr. Ma Duc At, Xuan Thanh village, unable to hide his emotions. From now on, his family will no longer have to live in fear and anxiety amid four rickety walls and leaky roofs every rainy season, but instead will have a well-built level IV house.
Notably, out of the total of 13 households supported to build new houses, there are 9 poor and near-poor households who used to live in temporary houses, located in areas with high risk of landslides, now relocated to the residential stabilization area of Xuan Minh village. Here, the Party Committee and the commune government have selected a unified design to apply to all 9 households, ensuring both aesthetics and cost savings. At the same time, each union organization is assigned to "sponsor" a family throughout the process of building a new house. This creative approach not only promotes a sense of responsibility but also strengthens the close relationship between socio-political organizations and the people, spreading solidarity and sharing. Along with the support resources from the program to eliminate temporary and dilapidated houses, some businesses such as: 30/4 Company Limited, Huy Phuong Company Limited, Bao Duy Company Limited... have joined hands to support nearly 50 million VND to buy wall paint, helping households complete their houses.
In a level IV house still smelling of new paint, Ms. Phuong Mui Chai was moved: “For many years, my family and many other households have not only lived in makeshift thatched-roof houses with leaky walls in the rainy season and freezing cold in the winter, but also had to worry about flash floods and landslides every rainy and stormy season. But now, we have a solid house to live and work in peace. I am so happy!” Not only helping people have safe housing, the local government has also proactively coordinated with specialized agencies to organize training courses, instruct on farming and livestock techniques, connect product consumption... so that people in the residential area can stabilize their population and have conditions for sustainable economic development, striving to build a new life better than their old place.
The new roofs in the residential area of Xuan Minh village or the houses that have just been "dressed up" after repair are not only a place to live but also a vivid symbol of the humane policies of the Party and State on the journey of building a new countryside and sustainable poverty reduction in difficult areas.
