
At the conference, the Ministry of Public Security announced the administrative reform index and the results of measuring the satisfaction level of people and organizations with the services of agencies and units with the function of handling administrative procedures in the People's Public Security in 2025.
According to the report, the average satisfaction index of people with the handling of administrative procedures by the police force in 2025 reached 96.37%.
In 2025, the Ministry of Public Security will change the method of surveying satisfaction. All of this activity will be conducted online through the VNeID application instead of using paper ballots as in previous years. In just one month of implementation, the system recorded more than 390,000 assessments from people and organizations. This number is more than 18 times higher than the traditional form of surveying.
The survey results recorded opinions on administrative procedure settlement units under the Ministry and the Public Security of 34 provinces and cities. Some localities that attracted many comments included Dong Nai, Nghe An and Bac Ninh . Regarding the 2025 Administrative Reform Index of the Public Security of units and localities, the Ministry of Public Security recorded 25 units classified as excellent (scoring 95 points or more).
In addition, the ranking recorded 53 units with good ratings (from 80 points to under 95 points), 2 units with fair ratings (from 70 points to under 80 points) and 1 unit with task completion ratings (from 50 points to under 70 points).
The conference also reviewed the implementation of the Comprehensive Program on State Administrative Reform for the 2021-2025 period in the People's Public Security.
Over the past 5 years, the Ministry of Public Security has issued many programs and plans to implement Resolution No. 76/NQ-CP of the Government . Institutional reform is carried out through the development and completion of the legal system on security and order. The Ministry of Public Security has reformed the organizational apparatus in a streamlined direction, perfecting the three-level Public Security model to increase the speed of work processing. Regarding administrative procedures, the Ministry of Public Security has standardized, publicized and digitized procedures, and provided online public services throughout.
Speaking at the conference, Senior Lieutenant General Le Quoc Hung, member of the Party Central Committee, Deputy Minister of Public Security, said that the Central Public Security Party Committee and the Ministry of Public Security have resolutely directed and implemented many synchronous solutions to promote institutional reform, perfect the organizational apparatus, reduce and simplify administrative procedures. The results achieved affirm the role of the Public Security force in institutional reform, organizational apparatus and promoting national digital transformation, creating a solid foundation for the People's Public Security force to continue promoting administrative reform in the next period.
Attending the conference, Mr. Truong Canh Tuyen, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Can Tho City, said that the city's police force has been exemplary and proactive in ensuring "correct, sufficient, clean, and live" population data, deploying chip-based ID cards and utilities of Project 06. These efforts contribute to improving the quality of service to the people and creating a favorable environment for local socio-economic development, helping Can Tho synchronously improve administrative reform indexes such as PAR Index, SIPAS, and PAPI.
Also in 2025, the Ministry of Public Security recognized 8 ministerial-level administrative reform initiatives of 6 provincial and municipal police departments. Units with recognized initiatives include Hanoi City Police, Nghe An, Dak Lak, Quang Ngai, Bac Ninh and Quang Ninh provincial police.

In addition to the achieved results, the conference pointed out a number of limitations in the recent period such as: uneven direction and management in some units; digital transformation progress has not met expectations; resources and equipment are still limited; the quality of public administrative services in some places has not fully met people's requirements...
Regarding the direction for the period 2026 - 2030, the Ministry of Public Security identified key tasks including: strengthening leadership and direction from the Ministry to the grassroots; promoting propaganda and raising awareness of administrative reform; tightening discipline and public service discipline. The leaders of the Ministry of Public Security requested units to continue reviewing and simplifying administrative procedures and promoting digital transformation, perfecting the database system.
The Ministry of Public Security also advocates expanding the work of measuring people's satisfaction and bringing all activities of assessing administrative reform indexes into the electronic environment. This is to ensure accuracy, objectivity and transparency in the assessment work.
At the conference, authorized by the Prime Minister, Senior Lieutenant General Le Quoc Hung awarded the Prime Minister's Certificate of Merit to 1 collective and 1 individual. The leaders of the Ministry of Public Security also awarded the Certificate of Merit of the Minister of Public Security to 16 collectives and 46 individuals with outstanding achievements in implementing administrative reform tasks.
