Specifically, the average retail electricity price increased by 4.8%, from VND2,103.1159/kWh to VND2,204.0655/kWh (excluding VAT). Thus, the electricity price from tomorrow will increase by more than VND100/kWh.
Since the beginning of 2023, EVN has increased electricity prices four times, with increases of 3%, 4.5%, 4.8% and 4.8% respectively.
EVN said: The Ministry of Industry and Trade also issued Decision No. 1279/QD-BCT dated May 9, 2025 regulating electricity prices, including promulgating retail electricity prices for groups of electricity customers and retail electricity prices for electricity retailers.
Basically, according to EVN, this electricity price adjustment will ensure that poor households and policy families are not affected significantly.
Poor households and social policy households continue to receive support according to the provisions of Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister .
In particular, poor households are supported monthly with an amount of electricity equivalent to 30 kWh/household/month, social policy households with an amount of electricity used not exceeding 50 kWh/month are supported with a monthly support level equivalent to the amount of electricity used 30 kWh/household/month according to the Government 's policy.
Referring to the power source structure in 2025, EVN said: Low-cost hydropower sources can only supply about 25% of the total system output; the remaining 75% of the system output is provided by high-cost power sources such as coal, gas, oil thermal power, renewable energy, etc.
For the system's additional power output, it is basically necessary to mobilize from high-cost power sources such as: oil-fired thermal power, liquefied natural gas (LNG) turbine thermal power and imported coal-fired thermal power. In addition, in recent times, the foreign exchange rate (USD) has been unpredictable and increasing.
"This affects the cost of power generation, which accounts for about 83% of the cost of electricity production," EVN informed.
