The Provincial Employment Service Center regularly propagates and disseminates unemployment insurance policies and laws to agencies, units, enterprises and workers in many forms such as: Visual propaganda by hanging banners, posters, leaflets, posting news, articles, videos on the electronic information page of the Provincial Employment Service Center; direct consultation for workers to resolve the policy; organizing conferences to propagate unemployment insurance policies, consulting by phone, email... Actively coordinate with press agencies, Provincial Social Insurance to propagate and disseminate unemployment insurance laws on mass media; propaganda in industrial parks, enterprises in the province, especially guiding documents on the Law on Employment, unemployment insurance regime.
Ms. Nguyen Thi Hong Duyen, officer in charge of the Unemployment Insurance Department, Provincial Employment Service Center, said: According to the Law on Employment, the subjects required to participate in unemployment insurance are employees working under labor contracts or indefinite-term or fixed-term labor contracts; seasonal labor contracts or contracts for a certain job with a term of 3 months to less than 12 months. To participate in unemployment insurance, employees pay 1% of their monthly salary and wages; employers pay 1% of the monthly salary fund of employees participating in unemployment insurance. When an employee is unemployed and has paid unemployment insurance for 12 months, he/she will receive a monthly unemployment allowance of up to 60% of the average salary and wages of the 6 months of unemployment insurance payment immediately before unemployment. Through propaganda, awareness of workers and employers has been raised about the humane meaning of unemployment insurance to protect workers' rights.
The Provincial Employment Service Center has implemented a "one-stop" model in receiving and resolving unemployment insurance policies. All processes are digitized, ensuring publicity and transparency, helping workers feel secure when coming to complete procedures. Up to now, 100% of workers coming to the center have received advice and job referrals. The center has implemented the reception of unemployment benefit application files through many forms such as directly at the headquarters, through online public services on the National Public Service Portal and the unit's website. Diversifying the forms of receiving files helps workers save time and travel costs, improving the efficiency of administrative procedure settlement.
Mr. Lo Van Viet, Pa Hoc village, Ta Hoc commune, said: I used to work at a mineral exploitation company in Quang Ninh province, but when the company encountered difficulties, I had to quit my job and return to my hometown. At the Provincial Employment Service Center, I was guided to complete an online application and receive unemployment benefits for 3 months with a total amount of nearly 12 million VND. This amount of money helped me to overcome the difficult period and have time to look for a new job.
Similarly, Mr. Hoang Van Cuong, Me village, Yen Chau commune, who used to be an electronic component assembly worker in Hung Yen province for more than 5 years, also shared: When my income decreased due to no more overtime, I was forced to quit my job. Returning to my hometown, I went to the Provincial Employment Service Center to complete the procedures to receive benefits. Not only was I given enthusiastic guidance, but I was also advised on vocational training classes similar to my previous jobs such as repair, mechanics, construction, etc.
According to statistics from the Provincial Employment Service Center, in the first 10 months of 2025, the whole province had 3,445 workers applying for unemployment insurance, of which 2,988 cases were eligible for timely unemployment benefits; nearly 2,500 people were consulted and introduced to jobs; 22 people receiving unemployment benefits were supported with vocational training; nearly 200 people received jobs while receiving unemployment benefits. For cases that were not eligible for unemployment benefits, the Center sent written responses to the workers on the system. In addition, the unit organized 8 conferences to propagate unemployment insurance policies, consult and introduce jobs to nearly 700 workers receiving unemployment benefits; strengthened coordination with the Provincial Social Insurance to develop unemployment insurance management software so that unemployment benefits are paid to workers and procedures for payment and receipt of unemployment insurance are managed safely and accurately.
Not only helping workers overcome current difficulties, the unemployment insurance policy also deeply demonstrates the humanism of the State, strengthens trust, ensures fairness and social stability in the process of economic development. In the coming time, the Provincial Employment Service Center will continue to promote the application of information technology in handling administrative procedures; improve the quality of consulting and job referral services; expand the network of connections with businesses and vocational training facilities; strengthen communication work, raise awareness of workers about the unemployment insurance policy, which is not only a "lifebuoy" for workers when they lose their jobs but also supports them to enter the labor market soon.
