Supervising the implementation of policies and laws at public service units in Le Chan district for the period 2018 - 2023

(Haiphong.gov.vn) – On the afternoon of March 7, Deputy Head of the National Assembly Delegation of the city La Thanh Tan and the city's National Assembly deputies conducted thematic supervision of the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in Le Chan district in the period of 2018 - 2023.
In the period of 2018 - 2023, the People's Committee of Le Chan district has basically completed the targets and tasks of arranging, improving the quality and efficiency of public service units (PSUs). The People's Committee of the district has reduced 06 public service units and streamlined 54 public service unit officials.
In addition to the achieved results, there are still some limitations: The staffing quota and the number of employees in most assigned public service units are still low, some units still lack human resources compared to the task requirements (education sector), so the implementation of the staff reduction policy still faces many difficulties. The number of public service units that self-guarantee regular expenses is still low, due to difficult socio -economic conditions, the ability to socialize some services is still limited. Revenue from fees and service provision activities of some public service units is unstable, affecting the ability to increase the level of autonomy to move towards self-guaranteeing all regular expenses.
In the coming time, the District People's Committee proposes 3 groups of solutions: on policy institutions, on implementation organization and on resources. At the same time, propose the city: Continue to support mechanisms and policies for cadres, civil servants, public employees and workers affected in the process of restructuring the apparatus and streamlining the payroll. Assign quotas for teachers and staff according to regulations in Circular 19, 20/2023/TT-BGDDT dated October 30, 2023 of the Ministry of Education and Training on guidelines on job positions, staff structure by professional titles and quotas for the number of people working in preschools, general education institutions and specialized schools. Decentralize the decision on the annual allocation of the number of people working in public service units to the People's Committees of districts and towns to enhance autonomy and self-responsibility.
Deputy Head of the City National Assembly Delegation La Thanh Tan highly appreciated the preparation work of the Le Chan District People's Committee, which provided a lot of useful information for the Supervisory Delegation. At the same time, he requested the District People's Committee to accept the Delegation's opinions and send a supplementary report to the City National Assembly Delegation so that the Delegation can synthesize the opinions and submit them to the National Assembly as soon as possible./.
