Higher education, creating comprehensive autonomy and developing high-quality human resources

On October 31, in Ho Chi Minh City, the Central Propaganda and Mass Mobilization Commission coordinated with Ho Chi Minh City University of Education to organize a scientific seminar with the theme "Higher education - Building comprehensive autonomy and developing high-quality human resources in the spirit of Resolution 71-NQ/TW".

The seminar aimed to disseminate the spirit of Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development.

At the same time, the event created a forum for in-depth exchange, connecting will and action from the Central to local levels, unifying awareness and effectively implementing Resolution 71-NQ/TW into practice.

Speaking at the seminar, Professor, Dr. Huynh Van Son, Principal of Ho Chi Minh City University of Education, said that university education is a place to train highly qualified human resources, promote scientific research and innovation, and contribute directly to the country's socio- economic growth.

According to Professor, Dr. Huynh Van Son, the quality and stature of university education determines the competitiveness of the labor force and the ability of our country to develop sustainably in the future.

The seminar focused on analyzing and discussing 6 major groups of topics: Promoting the effectiveness of comprehensive autonomy and accountability; mobilizing resources and public-private partnership in higher education; recruitment, attraction and improvement of preferential allowances for lecturers; innovating training programs and enhancing quality assessment; strengthening the "3-house" linkage between the State-School/Enterprise; strategies for Vietnamese universities to reach the top 100 universities in the world in some key areas.

In his concluding remarks at the seminar, comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized that the valuable experiences from today's seminar have suggested solutions and ways to transform the content of Resolution 71-NQ/TW into concrete actions.

Regarding the legal corridor, he recommended that competent authorities promptly consider and institutionalize proposals on comprehensive autonomy and build financial mechanisms related to education, including higher education.

“It is necessary to conduct research soon to remove the barriers that are making it difficult for higher education institutions. Boldly allow capable schools to pilot outstanding temporary collection mechanisms to create a breakthrough,” Mr. Huynh Thanh Dat emphasized.

According to the Organizing Committee, the solutions and initiatives shared at the seminar are a practical basis for the gradual realization of Resolution 71-NQ/TW. Granting comprehensive autonomy to higher education institutions, coupled with a transparent accountability mechanism and a policy for developing high-quality human resources, will be a strategic breakthrough to help Vietnamese higher education transform strongly in the new period.
