As of May 21, the province has started construction on 4,239 out of 4,400 houses, reaching 96.3%, of which 3,879 houses have been completed. Of the 9 district-level units, 4 units, namely Ngoc Hien, Tran Van Thoi, Dam Doi districts and Ca Mau city, have completed 100% of the project's objectives and 2 units have started construction on 100% of the plan, namely Thoi Binh and Cai Nuoc districts. Mr. Le Thanh Trieu, Chairman of the Provincial Vietnam Fatherland Front Committee, affirmed that this result demonstrates the drastic participation of all levels, sectors, organizations and the entire community and businesses. In addition to monetary contributions, people also contributed working days, equivalent to more than 35 billion VND.

The above results come from the province's focus on innovating methods and approaches, especially the solution of diversifying resources. In addition to the central budget support and local budget, resources from the community, relatives of the beneficiaries, businesses, organizations and individuals inside and outside the province have been mobilized and maximized. Notably, the Ho Chi Minh City People's Committee supported 105 billion VND; businesses inside and outside the province supported more than 36 billion VND; party members, officials, civil servants, public employees and workers contributed at least 1 day's salary to the Gratitude Fund and 1 day's salary to the program of eliminating temporary and dilapidated houses, mobilizing more than 5 billion VND in just 2 weeks...

In particular, in recent times, many localities have had good, creative and effective ways of implementing the program. Mr. Ly Minh Vung, Chairman of the People's Committee of Thoi Binh district, said that the district has reviewed and classified subjects to assign responsibilities to each sector and individual in charge of accompanying the people, especially in supporting people in completing land procedures. Since then, construction has started on almost all of the planned houses, and the program is expected to be completed on June 15.

The biggest difficulty the province is facing in the process of implementing the project is that the whole province has up to 272 households without land. Accordingly, solutions to mobilize households in hamlets, clans... to donate land, lend land to build houses; mobilize people to relocate to resettlement areas to be eligible for housing support, are being carried out. Thanks to the drastic participation of all levels and sectors, this difficulty has been resolved, 100% of households with difficulties in housing land have been resolved.

The initiative of localities is most clearly demonstrated through the support for the groundbreaking and construction of houses for people with meritorious services. Although the budget has not been allocated, localities have coordinated and guaranteed with stores and agents, and purchased materials on credit without interest to start construction. Since then, by May 9, although the funding support has not been timely, 1,000 out of 1,115 houses for households with meritorious services have started construction.

In addition to financial support to build houses according to regulations, 3,124 out of 4,400 households in the program were also supported with an additional 5 million VND to build hygienic toilets. This is an effort of the province to care for the poor and disadvantaged. In particular, the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee are currently developing a follow-up program after people have secured 3-hard housing, in order to continue to support people with conditions to strive to escape poverty.

Mr. Le Thanh Trieu said that the Vietnam Fatherland Front Committee of the province is coordinating with functional agencies to organize many activities to continue mobilizing resources to support people in difficulty, especially to ensure that the program to eliminate temporary and dilapidated houses is implemented on time, on schedule and with quality. At the same time, continue to research and propose further programs and solutions to help people find jobs, have a stable life, and not fall back into poverty after having a house.


In order for the program to eliminate temporary and dilapidated houses to continue to be implemented more vigorously, on May 20, the Provincial People's Committee issued Official Dispatch No. 4029/UBND-KGVX. Accordingly, in the dispatch, the Chairman of the Provincial People's Committee requested that heads of departments, branches, sectors, and mass organizations of the province; Chairmen of the People's Committees of districts, Ca Mau city, and related units, based on their assigned functions and tasks, implement the program according to their authority and regulations, especially the heads of local authorities and heads of steering committees at all levels resolutely implement the program with the spirit of "6 clear" (clear people, clear work, clear responsibility, clear authority, clear time, clear results) to speed up the progress, ensuring 100% completion of the target before June 10, 2025.

Timely grasp and resolve difficulties and problems in the implementation process. Strengthen communication work, raise people's awareness; regularly inspect, monitor, and grasp the situation early and from afar; do not let the transfer of supported land and housing happen; promptly spread typical examples, good and creative practices. Localities that have completed the program continue to research and propose projects or support programs in the next phase. The remaining localities, taking advantage of favorable weather conditions, organize the groundbreaking ceremony, immediately disburse the allocated funds, and complete on schedule as committed.
