Help workers access preferential loans

The city's trade unions at all levels effectively implemented Resolution No. 33/2024/NQ-HDND of the City People's Council on entrusting the city's budget capital through the Social Policy Bank Branch to provide loans to union members who are officials, civil servants, non-professional workers and workers in difficult circumstances in the area. In the first 4 months of 2025, Hai Chau district became a bright spot in the disbursement of this preferential loan source. Mr. Dang Ngoc Vinh, an official of Hoa Cuong Bac ward, had timely access to the loan source. Thanks to the support of the District Labor Federation, he was able to borrow 100 million VND for a term of 10 years, with a preferential interest rate of 6.6%/year. This amount of money helped him repair his house to ensure it was sturdy and safe before the rainy season. “I feel very happy when the roof is repaired to be more solid. The city's preferential loan policy not only reduces the financial burden but also gives us more motivation to work with peace of mind,” Vinh shared.

Vice Chairman of the Hai Chau District Labor Federation Nguyen Dinh Trung said that the timely loans have helped many union members overcome difficulties. As of the end of April 2025, the district had 98 borrowers with a total disbursement amount of VND9.6 billion; of which 36 were at the district level and 62 were at the ward level. For union members who are employees in enterprises, there were 11 cases of loans with a disbursement amount of VND950 million. “This program has important implications for socio -economic development and improving the quality of life of workers. This is also a fundamental solution to limit and prevent 'black credit' in the area,” said Mr. Trung.

Similarly, Ms. Nguyen Thi Thanh Thuy, a worker at Minh Huyen Trang Company Limited (Ngu Hanh Son District) expressed her gratitude to the trade unions at all levels and the City Social Policy Bank for supporting her with a loan of 100 million VND, helping her, in addition to her job at the company, to run a beverage shop to increase her income and improve her life.

Vice President of Ngu Hanh Son District Labor Federation Pham Thi Trang said that as of May 8, the district had 32 cases accessing loans, with a total disbursement amount of 3.19 billion VND. Through this capital source, the Trade Union organization hopes that union members and workers will use it effectively and for the right purposes to gradually improve their income and stabilize their lives. President of Hoa Vang District Labor Federation Hoang Bach Tung said that in the first quarter of 2025, the district had 108 union members who are cadres, civil servants, non-professional workers and workers in difficult circumstances borrowing capital with a total disbursement amount of 9.78 billion VND. The District Labor Federation actively grasped cases of cadres, union members and workers who need to borrow capital to increase production, develop family economy, build new houses, repair houses, etc. to promptly guide and support access to loans.

According to the City Labor Federation, the total capital allocated to date is 80 billion VND. Of which, the capital for union members who are cadres, civil servants, and non-professional workers disbursed 47.122 billion VND; the loan capital for employees in enterprises disbursed 16.24 billion VND. The implementation of preferential loan disbursement not only helps union members and employees reduce financial difficulties but also promotes socio-economic development, contributing to ensuring social security in the city.
