Comments on the draft documents of the 14th National Party Congress: Proposals from grassroots practices

Through studying the draft documents to be submitted to the 14th National Congress of the Party, cadres and party members of Son La province expressed high consensus and affirmed that the draft documents were carefully prepared, deeply evaluating and analyzing the great achievements after 40 years of renovation.

Comrade Nguyen Tuan Anh, Secretary of the Chieng Sung Commune Party Committee, shared that the draft documents submitted to the 14th National Congress of the Party demonstrate strategic vision, correctly assess achievements and limitations, set goals and aspirations to develop the country quickly and sustainably in the new period. He proposed a number of ideas from grassroots practices according to groups of socio-economic fields, Party building and political system.

Comrade Nguyen Tuan Anh said that Chieng Sung is a mountainous commune, mainly inhabited by Thai and Mong people. The people always uphold the tradition of patriotism, helping each other, and working with the Party Committee and government to build and develop the locality. This is a vivid demonstration of the spirit of "joint efforts and unanimity" under the leadership of the Party as stated in the draft Political Report. However, from the grassroots practice, it shows that political and ideological education work still faces many difficulties due to the large area, scattered population, and uneven awareness levels. On the other hand, studying and following Ho Chi Minh's ideology, morality, and style at the grassroots level is sometimes formalistic and not as effective as the draft document has frankly pointed out. These are challenges in ideological work and mass mobilization in mountainous localities.

To strengthen the political field, comrade Nguyen Tuan Anh proposed to continue to innovate the Party's leadership method at the grassroots level. Cadres and party members must be truly exemplary, combining words with actions to convince the masses to follow; innovate the form of propaganda and political education in a practical, lively direction, suitable to the culture of each ethnic group; focus on fighting against false arguments, preventing the "peaceful evolution" plot of hostile forces taking advantage of ethnic and religious issues.

In the socio-economic field, according to comrade Nguyen Tuan Anh, the draft Political Report has set very high development targets such as: average GDP growth in 2026 - 2030 reaching 10%/year or more - demonstrating the strong aspiration of the nation to rise up. "We fully support this target and propose a number of solutions for socio-economic development in rural and mountainous areas. That is to prioritize investment resources to develop socio-economic infrastructure in disadvantaged areas; focus on directing the conversion of appropriate, high-value crop and livestock structures; continue to support the construction of grassroots cultural institutions", comrade Nguyen Tuan Anh proposed.

He agreed with the major orientations on amending and supplementing the Party Charter. However, from a grassroots perspective, it is recommended that the amended Party Charter should clarify the mechanism of the Party leading the government, the Fatherland Front and socio-political organizations at the local level (Chapter IX).

From the practical work at the grassroots level, Secretary of the Party Committee of Ngoc Chien Commune Nguyen Minh Tuan said that the draft Political Report to be submitted to the 14th National Congress of the Party; in which, regarding the assessment of the implementation results of the Resolution of the 13th National Congress of the Party, should clearly analyze the subjective causes of the limitations, especially in administrative reform and the quality of cadres at the grassroots level; at the same time, should more closely evaluate the administrative reform work at the commune level.

The Secretary of the Party Committee of Ngoc Chien commune proposed that the goal by 2030 and the vision to 2045, in which, in terms of culture and people, it is necessary to emphasize that culture is an endogenous development force, with specific targets such as 100% of communes having cultural houses with regular activities. The rate of students meeting life skills standards, global citizens, combining the development of "digital culture" through data digitization programs, publishing practical digital content. According to him, it is necessary to closely link culture - community tourism - OCOP to create livelihoods, increase spread, and ensure comprehensive development.

Regarding socio-economic development, the draft document needs to emphasize more on the content of economic development in the direction of green, circular and innovative, taking science - technology - innovation as the key driving force. According to comrade Nguyen Minh Tuan, there should be a specific set of indicators on the proportion of digital economy and green economy in GDP; emission reduction index, indicators on organic agriculture and renewable energy. This is the core content to ensure fast but sustainable growth, harmony between economy, society and environment.

Building a strong Party and political system

In the field of Party building and political system, comrade Nguyen Minh Tuan, Secretary of the Party Committee of Ngoc Chien commune, proposed that the draft document should clarify the task of perfecting the grassroots apparatus organization after merging administrative units, emphasizing the need to improve the capacity of grassroots cadres, especially at the commune level - where "close to the people" but there are still many limitations in terms of qualifications, capacity and decentralization mechanism to ensure local decision-making and local responsibility...

Through studying the draft documents submitted to the 14th National Congress of the Party, Master Nguyen Thanh Tam, Head of the Party Building Department, Son La Provincial Political School, said that in "Appendix 5 on summarizing the Party building work during the 13th Congress term and the directions, tasks, and solutions for Party building work during the 14th Congress term" of the draft in section "I - Results of Party building work during the 13th Congress term", in addition to assessing the advantages and causes, the draft also clearly pointed out the limitations, shortcomings, and causes.

However, when pointing out the causes of limitations in Party building work during the 13th term, the draft identified the above limitations due to many causes, but mainly the following: The international context has many rapid, complex, unpredictable changes, affecting and influencing the work of Party building and rectification; fierce sabotage by hostile forces; the negative side of the market mechanism and international integration. Legal regulations in some areas are still not consistent and strict; the work of evaluating cadres is still a difficult step. The awareness of some Party committees and organizations, especially the leaders, is not complete, comprehensive, and profound about the meaning and importance of the work of Party building and rectification and the political system. The leadership, direction, organization and implementation of some Party committees and organizations are not proactive, creative, thorough, and lack determination; the capacity, experience, role, and responsibility of the leaders are still limited. Some cadres have not met the increasingly high requirements of the cause of building and defending the Fatherland; cadre policies still have some shortcomings, failing to encourage and promote full capacity and enthusiasm for work, making it difficult to attract highly qualified cadres to work in new, difficult and complicated fields; a number of cadres and party members lack self-cultivation and training and have not fulfilled their responsibilities of setting good examples.

According to Master Nguyen Thanh Tam, it is necessary to add another main reason that "the responsibility of some Party committees and Party leaders, especially at the grassroots level, in leading, directing and organizing the implementation of inspection and supervision tasks is not timely" to be more complete. Because inspection and supervision is one of the Party's leadership methods and reality shows that due to not doing a good job of inspection and supervision, there is still a situation where some Party committees and Party organizations have not promptly detected and prevented violations by cadres, Party members and Party organizations in their leadership activities, leading to cadres, Party members and Party organizations violating Party regulations and State laws. Therefore, through studying the draft, it is thought that it is necessary to add this content to more comprehensively and fully assess the causes of the limitations pointed out in the Party building work of the 13th term.
