Ha Giang proactively ensures safety of irrigation works

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the night of May 22 to May 24, the Northern region is likely to experience moderate to heavy rain, with some places having very heavy rain, with total rainfall ranging from 70-150mm, and in some places over 250mm.

Faced with complicated weather developments, the Department of Agriculture and Environment of Ha Giang province requested districts and cities; the Provincial Project Management Board for Investment and Construction of Works; and the Irrigation Works Exploitation Management Board to identify key irrigation works at risk of incidents when there is heavy rain to proactively and promptly deploy plans to ensure the safety of the works.

Prepare safety measures for irrigation reservoirs under construction, pay attention to deep works, underground works, and diversion works. Be ready to evacuate people, machinery, and construction equipment when there is a risk of being affected.

Strictly comply with the operating procedures for reservoirs under construction or completed but not yet handed over. Operate reservoirs in accordance with approved operating procedures. For reservoirs with flood discharge gates, adjust the reservoir water level to proactively receive floods, ensure absolute safety of the project, and do not discharge floods abnormally, causing insecurity for downstream areas.

At the same time, properly store water in reservoirs with low storage capacity. Strictly issue early warnings to downstream residents before reservoirs release floodwaters and when there is a risk of an incident.

Organize 24/7 on-duty during rainy season. Arrange permanent personnel at construction sites at risk of incidents, promptly handle unusual situations according to the "four on-site" principle when there is a risk of construction incidents.

Regularly report on the safety of irrigation works, construction incidents and operation of irrigation works to prevent and combat flooding to the standing unit to ensure the safety of irrigation works and prevent and combat flooding.
