NDO - On the afternoon of May 23, Permanent Deputy Prime Minister Nguyen Hoa Binh and a Central working delegation inspected the progress of the investment project to build the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam.

The working group inspected the actual construction progress of items at Viet Duc Hospital and Bach Mai Hospital, branch 2. According to the report of the Ministry of Health , as of 2020, when the construction of these two hospital projects was temporarily suspended, Bach Mai Hospital had completed 97% of the contract value of construction and accompanying equipment, and purchased medical equipment with a total value of over 51.4 billion VND. For Viet Duc Hospital, 86% of the contract value of construction and accompanying equipment had been completed, but medical equipment had not been installed.

In order to achieve the goal of completing the project on schedule as directed by the Government in Resolution No. 34/NQ-CP dated February 13, 2025, the Ministry of Health has actively coordinated with central ministries and branches to implement solutions to handle difficulties and problems in the Investment Project to build the second facility of Bach Mai Hospital and Viet Duc Hospital.

After resuming construction, contractors are now focusing all their efforts on speeding up the construction progress of the packages, including urgently repairing and renovating damaged and degraded construction items, re-checking the electromechanical equipment system, and the elevator system. At the same time, they are focusing on the construction package of the operating room system, which is currently behind schedule due to its dependence on imported materials and equipment.

The contractors committed to import all materials and equipment by June 30 and complete the construction and installation of the operating room system by July 15.

For other packages such as construction of technical infrastructure items outside the house, internal roads, parking lots, construction and installation of water supply and drainage systems, trees, landscapes, fire protection systems, installation of information technology and equipment for the hospital system, and offices, all meet the progress requirements. The contractors committed to completing the entire construction and installation package of items by September 15, and completing the handover procedures before November 15, 2025.

Bach Mai Hospital leaders reported to the Deputy Prime Minister and the working delegation about the construction progress at the hospital.

As for the medical equipment bidding package worth up to 1,100 billion VND/Hospital, the Ministry of Health has urged the 2 Hospitals to complete the review and approval of the medical equipment list. The Ministry will urgently carry out bidding procedures, striving to complete them before June 30; as soon as the equipment is available, it will be provided immediately.

For equipment that must be imported, it will depend entirely on the contractors. In order for the 2 hospitals to be able to put the 2nd facility into operation immediately after the handover, the Ministry of Health has directed the 2 hospitals to proactively review human resources, increase recruitment and training of medical staff and doctors, and proactively plan to ensure accommodation for about 2,200 medical staff.

Speaking at the meeting, Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, said that Ha Nam has proactively allocated funds to invest in the Social Housing project to support medical staff of 2 hospitals. It is expected that in early June 2025, the province will start construction of 3 social housing buildings, with a construction period of 7 months, ensuring quality and meeting accommodation requirements.

Along with that, the province also allocated 28 hectares of land to Bach Mai Hospital to build a student dormitory for Bach Mai Medical College, which will invest in Nam Cao University Area in the near future.

Representatives of the Central Ministries, branches and relevant units also clearly reported the work content to ensure the progress of the projects; proposed recommendations to the Government to direct the removal of difficulties and obstacles related to issues such as: adjusting investment capital for the project, payment and settlement procedures, credit policies for contractors implementing the packages, financial mechanisms for the 2 hospitals operating in the first phase, training high-quality medical human resources, as well as legal issues related to foreign project design consultants... to ensure the 2 hospitals can be put into operation in December 2025.

Concluding the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized: These are two large hospital projects with high investment rates, modern scale and quality on par with international standards. The delay in project progress, causing great waste of state budget, loss of prestige of state agencies, affecting people's trust is the common responsibility of the central ministries and branches, in which the Ministry of Health is the managing agency.

The immediate key task is to resolutely overcome existing problems and limitations, and put the two hospitals into operation in December 2025 in accordance with the direction of the Politburo and the General Secretary and Resolution 34 of the Government.

Deputy Prime Minister Nguyen Hoa Binh requested relevant ministries and branches to urgently overcome difficulties, ensure project quality and progress but follow all procedures as prescribed by law, and not let violations continue. In particular, regarding legal issues related to foreign consulting units, central ministries and branches must urgently and thoroughly resolve them, so as not to affect the project's progress.

Contractors must focus on human resources, equipment, and machinery to speed up the construction and installation of bid packages according to the set schedule. The Ministry of Health increases the human resources for the Ministry's Project Management Board to meet the requirements of appraisal, approval, completion of payment and settlement procedures, and disbursement of investment capital for each item, in order to remove bottlenecks in capital sources.

For the medical equipment bidding package, it is recommended that the Ministry of Health and the 2 Hospitals speed up the bidding procedures with the condition that the equipment is modern, high-tech, and not wasteful according to the approved budget. For additional budget, it is necessary to report to the Government for timely supplementation. At the same time, the 2 Hospitals must proactively plan for recruitment and human resource arrangement, including increasing the rotation of 40% of high-quality human resources at facility 1 to work at facility 2; prioritizing the recruitment and training of medical staff from Ha Nam and neighboring localities.

The Deputy Prime Minister welcomed Ha Nam for proactively supporting the two hospitals with social housing and premises to build human resource training facilities. He suggested that the province continue to coordinate with the two hospitals in recruiting and training human resources in the health sector.

The Deputy Prime Minister also assigned the Government Office and central ministries and branches to focus on prioritizing the settlement of procedures and documents related to the Project. With the highest determination and responsibility, we will fulfill our promise to the Party and the people, and complete Resolution 34 of the Government to put the 2 hospitals into operation in December 2025.
