Ha Giang passes resolutions on administrative unit arrangement

NDO - On the afternoon of April 25, the 18th term Ha Giang Provincial People's Council held its 24th session (special session) to pass a number of important resolutions. Attending the session was comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Ha Giang Provincial Party Committee.

At the meeting, the Provincial People's Committee presented resolutions related to the arrangement of administrative units at all levels, namely: Resolution approving the policy of arranging administrative units in Tuyen Quang and Ha Giang provinces; Resolution approving the policy of arranging commune-level administrative units in Ha Giang province.

Along with that are 3 resolutions on: Reorganizing the Department of Industry and Trade and the Inspectorate of Ha Giang province; temporarily approving the addition of civil servant payroll and contracts according to Decree 111/2022/ND-CP in 2025; abolishing Resolution No. 09/2023/NQ-HDND, dated July 15, 2023 of the People's Council of Ha Giang province on regulating expenditure levels for a number of expenditure contents for the organization of compensation, support, resettlement and forced inventory, forced land recovery when the State recovers land in Ha Giang province.

After discussion, delegates voted to pass all resolutions presented at the session.

In his closing speech, comrade Thao Hong Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Ha Giang Provincial People's Council, emphasized that the meeting passed five important resolutions. In particular, two resolutions had particularly important and historic content on the arrangement of administrative units.

To effectively implement the approved resolutions, the Provincial People's Committee and all levels and sectors are requested to focus on completing all records and documents to serve the arrangement of provincial and communal administrative units. Closely coordinate with the central ministries, sectors and Tuyen Quang province in developing and completing the project to arrange the Ha Giang-Tuyen Quang provincial administrative units, ensuring progress, quality and compliance with legal regulations.

Proactively implement projects and plans to reorganize the apparatus, personnel work, management, and handling of assets associated with the arrangement and merger of administrative units, ensuring objectivity, publicity, transparency, and compliance with regulations, avoiding disruption, and ensuring stability in the organization and operation of the political system at all levels.

Chairman of Ha Giang Provincial People's Council delivered closing speech at the meeting.

Timely resolve arising difficulties and problems, especially those related to policies and regimes for cadres, civil servants, public employees and people directly affected after the reorganization, ensuring legitimate rights and creating high consensus among the people.

“The Provincial People's Council delegates strengthen supervision of the implementation of major policies of the Central and the province. Focusing on the following contents: Organizing the apparatus; arranging and assigning cadres; managing and using public assets. At the same time, closely monitor areas prone to violations, contributing to preventing the situation of avoiding and shirking responsibility in performing public duties, ensuring the effective and efficient operation of the government apparatus”, emphasized the Chairman of the Ha Giang Provincial People's Council.
