Hanoi plans to apply new land price list from January 1, 2026

The Hanoi Department of Agriculture and Environment has just completed a draft proposal on the construction of the capital's land price list with 17 administrative areas, instead of calculating by district as before. This new price list is expected to be applied from January 1, 2026.

According to the draft, this division is built on the basis of rearranging administrative units, reflecting the correlation of land values ​​between central, sub-central and suburban areas.

Area 1 - the center of the capital, including wards in the beltway 1 such as Hoan Kiem, Ba Dinh, Hai Ba Trung and Tay Ho - is identified as the place with the highest land prices. According to the draft, the highest price is up to more than 702 million VND/m2 for location 1 (frontage of major streets), applied to Ba Trieu (section from Hang Khay to Tran Hung Dao), Dinh Tien Hoang, Hai Ba Trung (section from Le Thanh Tong to Quan Su), Hang Dao, Hang Khay, Hang Ngang, Le Thai To, Ly Thuong Kiet, Nha Tho and Tran Hung Dao (section from Tran Thanh Tong to Le Duan). Compared to the current price list, the highest land price increased by about 2%.

In the same area, Dong Co Street has the lowest price - over 82 million VND/m2. The average price of residential land in 9 central wards is 255.3 million VND/m2, also an increase of 2% compared to the current price.

In the suburban areas, the lowest land price in Hanoi is just over 3.1 million VND/m2, in area 11 including the communes of Phuong Duc, Phu Xuyen, Chuyen My, Dai Xuyen, applied to the road connecting from the Luong river dike to Hoa Khe cemetery (Dai Xuyen commune). In locations 2, 3, 4, the price is even lower, only around 2 million VND/m2.

Some other areas with low prices include area 14 (Thach That, Hoa Lac, Tay Phuong, Yen Xuan, Phu Cat, Kieu Phu, Hung Dao, Quoc Oai, Ha Bang) with more than 3.5 million VND/m2; area 15 (Chuong My, Quang Bi, Hoa Phu, Xuan Mai, Phu Nghia, Tran Phu) about 3.5 million VND/m2; area 16 (Phuc Son, Ung Thien, Ung Hoa, My Duc, Van Dinh, Hong Son, Hoa Xa, Huong Son) more than 4.3 million VND/m2; area 17 (Soc Son, Noi Bai, Trung Gia, Da Phuc, Kim Anh) has a similar price.

Area 13 (Minh Chau, Quang Oai, Vat Lai, Co Do, Bat Bat, Suoi Hai, Yen Bai, Ba Vi) recorded land prices of over 4.5 million VND/m2, while area 7 (Tien Thang, Yen Lang, Quang Minh, Me Linh, Phuc Thinh, Thu Lam, Dong Anh, Vinh Thanh, Thien Loc) reached over 5 million VND/m2.

Area 12 (Son Tay, Tung Thien, Doai Phuong, Phuc Loc, Phuc Tho, Hat Mon) has a price of about 8 million VND/m2 at the Red River dike through Phuc Loc commune. Area 10 (Dai Thanh, Thanh Tri, Ngoc Hoi, Nam Phu, Binh Minh, Tam Hung, Thuong Tin, Hong Van, Thanh Oai, Dan Hoa, Thuong Phuc, Chuong Duong) is about 8.2 million VND/m2; Area 9 (Lien Minh, O Dien, Dan Phuong, Hoai Duc, Duong Hoa, Dong Son, An Khanh) is 9 million VND/m2.

Notably, area 9 is also where the proposed price increase is strongest, about 26% compared to the current price, with land prices at location 1 on main routes such as National Highway 32 (from Xuan Phuong to Kim Chung - Di Trach urban area) expected to reach 64.7 million VND/m2, instead of about 51 million VND/m2 currently. Similarly, areas 7 and 10 - including many communes bordering major routes or in the planning to become districts - are also adjusted to increase by about 25%, reflecting the trend of urban expansion and investment capital shifting to the suburbs.

According to the Hanoi Department of Agriculture and Environment, the new land price list, once approved, will be an important legal basis for all land management, transactions and compensation activities in the area. The consultation with departments, branches, districts and towns is being carried out before submitting it to the City People's Committee for approval to officially apply from January 1, 2026.
