The Science, Technology, Innovation and Digital Transformation Forum with the theme “Data Economy , Promoting Innovation and Sustainable Development” attracted more than 500 delegates including leaders of central ministries and branches; representatives of provinces in the Red River Delta; technology corporations, research institutes, universities, investment funds and local business communities.

Hung Yen promotes the role of data economy in sustainable development
Speaking at the forum, Mr. Pham Van Nghiem, Vice Chairman of Hung Yen Provincial People's Committee, said that in the context of implementing the Data Law 2024 and Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Hung Yen province identified the data economy as a key pillar to promote green growth, towards innovation and sustainable development. Accordingly, Hung Yen province issued Decision No. 1165/QD-UBND on approving the "Strategy for digital data development of Hung Yen province for the period 2025 - 2030, with a vision to 2035". Thereby, data is identified as a new resource; a foundation to promote digital transformation, digital economy, digital society, and build a smart and dynamic Hung Yen province.

"The 1st Congress of the Hung Yen Provincial Party Committee, term 2025-2030, has set the goal that by 2045, Hung Yen will become a smart, ecological, centrally-governed city, a modern industrial, commercial, service and logistics center of the Red River Delta. To realize that aspiration, Hung Yen clearly identifies science, technology, innovation and digital transformation as the central driving force for rapid and sustainable development," the Vice Chairman of the Hung Yen Provincial People's Committee emphasized.
At the forum, the representative of the National Data Association, Major General Nguyen Ngoc Cuong, shared important analyses, emphasizing that data has become a "resource of outstanding strategic value" and "important means of production" in the digital age. Major General Nguyen Ngoc Cuong affirmed that the modern digital production method requires the Data Economy to be a new production method.

Major General Nguyen Ngoc Cuong highly appreciated Hung Yen for early realizing that data is the driving force for socio-economic development, demonstrating "a strategic vision and capacity to act" of the province's leaders.
Data will become the lifeblood of the modern economy.
The forum announced the Hung Yen Digital Government Architecture Framework version 4.0; signed strategic cooperation memoranda of understanding (MOUs) with major technology partners and demonstrated five key data platforms ready to serve public administration and promote local economic growth.
The forum also received in-depth presentations from the National Data Association, technology enterprises and data experts, focusing on data management, exploitation and application in the socio-economic field.

The speech that attracted the attention of experts and local leaders at the forum by Mr. Nguyen Tuan Huy, Head of Digital Transformation Department of MobiFone Telecommunications Corporation, said that digital infrastructure is no longer just a transmission line or equipment, but has become the circuit of the modern economy. And in that circuit, data is the lifeblood that nourishes all activities. This is the golden time for localities to boldly transition to a data economy if they want to make a breakthrough in the coming period.
Data not only supports decision making but also directly creates economic value and can be completely traded on data. Countries such as Singapore, South Korea, and the European Union have soon established Data Exchange Platforms, where data is standardized, shared, and transparently commercialized.
According to MobiFone experts, Hung Yen possesses a rare advantage in this transformation journey as it is located in the center of the Northern key economic region, directly connected to Hanoi, Hai Phong and Quang Ninh, has a rapidly developing industrial infrastructure with 43 planned industrial parks, 18 in operation, and a 5G network covering the entire province.
“Hung Yen has four golden data sources – industry, agriculture, tourism and population – along with strong digital infrastructure. That is the ideal foundation to form a ‘local data economy’,” Mr. Huy emphasized.

The Science, Technology, Innovation and Digital Transformation Forum of Hung Yen Province 2025 is considered the starting step of Hung Yen Province's data strategy, which is both political and legal, and a stage of technology and innovation, connecting the government, businesses, academia and the investment community; a meeting place between policy makers, scientific knowledge and technological strength, opening up breakthrough solutions to help Hung Yen rise up in the era of data and artificial intelligence.
