Focus on speeding up project progress
Reporting at the meeting, Head of Hanoi Urban Railway Management Board (MRB) Nguyen Cao Minh said that, in performing the tasks assigned by the City People's Committee, MRB has advised the city to submit a draft Decision to promulgate the Regulations on organization and operation of the Steering Committee.
Regarding the implementation of urban railway projects, Hanoi aims to complete construction of 96.8km by 2030; complete investment and construction of 301km by 2035; and complete investment and construction of 200.7km by 2045.
To date, Line 3.1 (Nhon - Hanoi Station section) has completed the 8.5km elevated section. MRB is currently implementing the underground construction as planned, expected to complete the tunnel boring work in the first quarter of 2026 and begin the equipment installation work.
For route 2.1 (Nam Thang Long - Tran Hung Dao section), the City People's Committee organized the groundbreaking ceremony of the project on October 9, 2025; issued a decision approving the route plan, location of the project along the route and approved the overall adjustment project of the detailed planning of Xuan Dinh Depot area, scale 1/500. The Board is also urgently coordinating with the People's Committees of wards, communes and related units to remove difficulties to speed up the site clearance progress.

Along with that, MRB is actively completing the procedures to prepare for the Hanoi urban railway construction investment project, line 5, Van Cao - Ngoc Khanh - Lang - Hoa Lac to start the project at the end of 2025 under the direction of the City People's Committee...
"In addition, other urban railway projects according to the plan are also undergoing investment preparation," the Head of MRB reported.
At the meeting, members of the Steering Committee also focused on discussing and giving opinions on the above contents and at the same time believed that these are important issues, having directional significance for all activities of the Steering Committee in the coming time, contributing to creating clear changes in the direction, operation and implementation of key projects of the city.
Early research to adjust the Capital's master plan for transportation
Speaking at the meeting, Vice Chairman of Hanoi People's Committee Duong Duc Tuan - Deputy Head of the Steering Committee proposed to soon study and adjust the Master Plan of the Capital's transport to standardize the technical infrastructure of the urban railway network, in which it is necessary to pay special attention to developing underground space towards multi-purpose; detailed planning of each route, specifically determining which route has TOD (urban development associated with public transport), and where the TOD area is located to build a list to call for investment.
Site clearance for projects should be implemented comprehensively and simultaneously. If this stage is controlled, a lot of costs will be saved, along with diversifying capital sources and investment types.
Concluding the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that Hanoi is a special urban area, a national political and administrative center, and the core of the Capital Region. In the development process, the transportation system, especially mass public transportation, plays a key role in fundamentally solving the problem of traffic congestion, reducing greenhouse gas emissions, while shaping urban space and improving the quality of life of the people.
Urban railway development is not only a matter of transportation, but also the "key" to sustainable urban development, the driving force for restructuring urban space in the TOD direction. This is also a direction in line with the global trend, with the Net-zero commitment by 2050 that Vietnam and Hanoi are striving to implement.
"In recent years, the city has made efforts to implement urban railway projects. Urban railway line No. 3, Nhon - Hanoi station section has exploited the elevated section; other lines such as lines No. 2, No. 3.2, No. 5, No. 6... are being urgently prepared for investment.
However, the implementation process is still slow, facing many difficulties in capital mobilization, site clearance, and inter-sectoral coordination. The establishment of the Steering Committee is a necessary step to strengthen unified leadership, synchronous coordination and remove obstacles in the implementation process. The Steering Committee will be an important focal point to help the city maximize resources, closely coordinate with central ministries and branches, ensuring that projects are implemented on schedule, on target and with high efficiency," emphasized Chairman of the City People's Committee Tran Sy Thanh.
Chairman of the City People's Committee Tran Sy Thanh said that the goal of developing the urban railway network is comprehensive, but the measures must be flexible and scientific . It is necessary to update, revise, and complete the planning in 2026. The identification and development of TOD areas must be associated with urban planning and embellishment. From planning to design, it must be very detailed.
Regarding the proposal to hire consulting units for planning, financial management and project implementation, the Chairman of the City People's Committee noted that it is necessary to select the most prestigious domestic and international consulting experts, with sufficient capacity and most appropriate to Vietnam's conditions.
