Hanoi completes legal corridor to develop cultural industrial center

NDO - On the morning of April 18, the Hanoi People's Committee held a workshop on "Solutions for the organization and operation of cultural industrial centers and commercial and cultural development zones". The workshop was held in both direct and online formats at connecting points in districts and towns in the city.

The workshop attracted hundreds of experts, scientists , managers, artisans, artists and organizations, businesses, cooperatives... to seek opinions on the organization and operation of cultural industrial centers, commercial and cultural development zones as stipulated in Clause 7 and Clause 8, Article 21 of the Capital Law.

At the same time, prepare scientific arguments to serve the organization and implementation of the Capital Law and improve the effectiveness of resolutions when they come into effect for cultural industrial centers, commercial and cultural development zones; widely propagate and promote to all classes of people about the Capital Law, resolutions and policies on cultural development...

At the workshop, many delegates also exchanged opinions on the experiences of countries such as France, China, Korea, Singapore... in the organization and operation of cultural industry centers, creative industries, commercial and cultural development zones; the scale of construction of cultural industry centers; forming cultural industry centers on river banks, floating banks of the Red River and forming commercial and cultural development zones in Hoan Kiem district...

The presentations all clarified the role and importance of putting cultural industrial centers into operation as well as the practical models of the units being deployed. From there, many solutions were suggested such as: focusing on connecting public transport; reusing old spaces, turning these places into creative spaces; investing in synchronous infrastructure,...

Representatives of management agencies, artisans, craft villages, businesses... have contributed many opinions to the two draft resolutions on Regulations on cultural industrial centers (Implementing Clause 7, Article 21, Capital Law); On commercial and cultural development zones (Implementing Clause 8, Article 21, Capital Law).

Currently, the Hanoi People's Committee is widely publicizing the draft Resolution regulating the organization and operation of cultural industry centers to collect opinions from organizations and individuals to complete and submit to the City People's Council for consideration and approval at the upcoming May session.
