Hanoi completes personnel, transfers key positions

On the afternoon of November 13, at the 27th session, the 16th Hanoi People's Council, term 2021-2026, elected the following positions: Chairman of the City People's Council, Chairman of the City People's Committee, one Vice Chairman of the People's Council and one Vice Chairman of the City People's Committee.

On the afternoon of November 13, the Hanoi People's Council, term XVI (2021-2026), held a thematic session, the 27th session, to review a number of key projects on urban transport and environment; decentralization of revenue sources, expenditure tasks...

At the meeting, the Hanoi People's Council completed the positions and personnel according to its authority.

Attending the meeting were comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee; comrade Tran Sy Thanh, Central Party Committee member, Chairman of the Central Inspection Commission , Chairman of the Hanoi People's Committee.

At the session, the City People's Council completed the positions of Chairman of the City People's Council, Chairman of the City People's Committee, one Vice Chairman of the City People's Council, one Vice Chairman of the City People's Committee, ensuring the government apparatus operates smoothly, effectively, efficiently and effectively.

Speaking at the meeting, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that in the process of implementing the personnel work process, the Party Committee has been serious, democratic, public, closely following the Central's instructions, and fully implementing the steps according to the process and regulations. The comrades selected by the Party Committee to be introduced to the City People's Council for election are all comrades with high capacity, qualifications, experience, and credibility, and have been considered and approved by the Central.

Secretary of the City Party Committee Nguyen Duy Ngoc believes and hopes that comrades in their new positions will continue to inherit the tradition of the Capital with a thousand years of culture, heroism, solidarity, courage, intelligence, creativity, continue to innovate, and aspire to rise strongly; promote the achievements that their predecessors have achieved, together with the Standing Committee of the People's Council and the City People's Committee, continue to closely follow the directions of the Central and City Party Committee and the wishes of voters, excellently complete assigned tasks, build and develop Hanoi worthy of its position as the Capital with a thousand years of culture, an economic- political center, a center of development, growth, and innovation; actively contribute to the overall development of the whole country, worthy of the trust, confidence, and expectations of voters and people of the Capital.

Regarding the policies, works, and projects for socio-economic development and social security that the City People's Council considered and resolved at the meeting, Secretary of the City Party Committee Nguyen Duy Ngoc suggested that, based on the conclusions of the City Party Committee, the examination of the specialized committees, the explanations of the city, the City Committee and relevant agencies, the City People's Council delegates uphold their responsibilities, focus on discussing, thoroughly analyzing, objectively and comprehensively evaluating and resolving each content, have a close supervision program, meet the needs and aspirations of voters and people of the Capital for an increasingly civilized, modern, green, clean, beautiful, peaceful and happy Hanoi.

According to the meeting agenda, the City People's Council considered and decided on the policy of a number of key investment projects of the city, including: Approving the investment policy of the project of the route connecting Gia Binh airport with Hanoi capital; project of renovating, embellishing and reconstructing the park along both sides of To Lich river; adjusting the policy of the Tran Hung Dao bridge project; Agreeing to assign the People's Committee of Thai Nguyen province to implement the project of completing the 7-section expressway Hanoi-Thai Nguyen.

These are key transport, urban and environmental infrastructure projects that the Central Government and the City are focusing on directing to promptly resolve problems of traffic congestion, environmental pollution, strengthen regional connectivity, and expand development space of the Capital and the region.

The City People's Council considers adjusting and supplementing a number of regulations on decentralization of revenue sources and expenditure tasks between the city's budget levels to synchronize with the regulations on decentralization of state management of the city's infrastructure and socio-economic sectors. This is a very urgent issue, with the spirit of thorough and comprehensive decentralization, promptly removing obstacles and difficulties, soon stabilizing and promoting the effectiveness of the two-level local government model.

The City People's Council will also pass a resolution regulating tuition fees and tuition subsidy levels for public preschools and general education institutions, tuition support levels for children and students at private preschools and general education institutions in Hanoi and the Project on the number of full-time City People's Council delegates; the number, names, scope, and areas of responsibility of the Committees of the Hanoi City People's Council.

At the meeting, the City People's Council dismissed Mr. Nguyen Ngoc Tuan from the position of Chairman of the City People's Council.

Next, with 100% of delegates present voting, they approved Comrade Phung Thi Hong Ha, Deputy Secretary of the City Party Committee, Permanent Vice Chairman of the Hanoi People's Council to hold the position of Chairman of the Hanoi People's Council, term 2021-2026.

The People's Council of the city has carried out the procedure to dismiss Mr. Tran Sy Thanh from the position of Chairman of the People's Committee of Hanoi, because he was mobilized, assigned and elected by the Politburo to hold the position of Chairman of the Central Inspection Commission, term XIII; at the same time, elected Mr. Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee, to hold the position of Chairman of the People's Committee of Hanoi for the 2021-2026 term.

Also at the meeting, with 100% of delegates present in agreement, comrade Tran The Cuong, member of the Standing Committee of the City Party Committee, Director of the Hanoi Department of Education and Training, was elected to hold the position of Vice Chairman of the City People's Council for the 2021-2026 term; comrade Nguyen Xuan Luu, member of the Standing Committee of the City Party Committee, Director of the Department of Finance, was elected to hold the position of Vice Chairman of the City People's Committee.
