Hanoi: Leaders must directly carry out citizen reception work

On April 10, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong signed and issued Plan No. 308-KH/TU on implementing Conclusion No. 107-KL/TU dated December 24, 2024 of the Politburo on "Continuing to strengthen the Party's leadership in receiving citizens and handling complaints, denunciations, petitions and reflections" in Hanoi.

The plan aims to strengthen the leadership role of Party committees, especially leaders, in disseminating and thoroughly implementing Directive 35-CT/TU dated May 26, 2014 of the 12th Politburo on "strengthening the Party's leadership in receiving citizens and handling complaints and denunciations"; Conclusion No. 107-KL/TU, Regulation No. 11-QDi/TU dated February 18, 2019 of the Politburo "on the responsibility of heads of Party committees in receiving citizens, having direct dialogue with people and handling people's reflections and recommendations"; Directive No. 15-CT/TU dated December 16, 2016 of the Standing Committee of the City Party Committee on "Strengthening the leadership of Party committees at all levels in receiving citizens and handling complaints and denunciations in Hanoi".

The plan also aims to improve the quality and effectiveness of receiving and processing petitions, letters, receiving citizens, resolving complaints and denunciations, meeting requirements and tasks in the current situation. In particular, it is necessary to grasp the situation of complaints and denunciations in localities and fields, especially cases that potentially affect political security and social order and safety.

Along with that, it is necessary to strengthen the direction, inspection, supervision and prompt resolution of cases under the supervision, supervision and direction of the City Party Committee's Steering Committee 15. Actively and promptly resolve cases under the supervision, supervision and direction of the district, town and city Party Committees, to prevent complications in political security and social order and safety in all situations.

The plan requires heads of Party committees and authorities at all levels to directly lead, direct and implement the work of receiving citizens, handling and resolving people's reflections, recommendations, complaints and denunciations. Strictly implement the work of receiving citizens, dialogue and handling and resolving citizens' reflections, recommendations, complaints and denunciations according to Party regulations and State laws. At the same time, direct the resolution of cases as soon as they arise, avoiding complaints going beyond the level.

Agencies, units, grassroots levels, and localities with outstanding, complicated, prolonged, and pending complaints and denunciations that potentially affect political security and social order and safety; complaints and denunciations that fall under the responsibility and authority of the Party Committee of their agencies and units, need to develop a plan to assign "clear content, clear time, clear responsibility for resolution, and clear results" to thoroughly resolve cases and citizens' problems, contributing to stabilizing the situation and promoting economic and social development.

In particular, this must be considered an important regular task in performing the tasks of Party committees, Party organizations, agencies and units of the city. At the same time, it is a criterion to evaluate the level of task completion of the heads of Party committees and authorities.

The plan clearly states 6 groups of contents for implementation. In particular, the Party Committees of Hanoi City Party agencies; the Party Committee of the City People's Committee; the Party Building Committees, and the Office of the City Party Committee will strengthen the direction and dissemination of guidelines, policies, and laws on handling petitions, receiving citizens, resolving complaints, denunciations, recommendations, and feedback to the Party cell.

At the same time, advise and direct the summary and comprehensive assessment of the implementation of Party regulations on citizen reception and settlement of complaints, denunciations, recommendations, reflections, the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations and related laws as required by the Central Committee.

Party committees and Party organizations under the City Party Committee shall develop a plan with clear assignment of content, time, responsibility for resolution, and results, and fully summarize cases according to their functions and authority to lead and direct the strict implementation of Conclusion 107-KL/TU and this Plan, ensuring practicality, effectiveness, and synchronization, and report to the Standing Committee of the City Party Committee through the City Party Committee's Internal Affairs Committee for synthesis before April 30, 2025.
