The launching ceremony took place online and in person at the KVI Social Insurance and district, inter-district Social Insurance points in Hanoi .

This campaign focuses on disseminating information about social insurance and health insurance policies; the position, role, and humane significance of social insurance policies. In particular, it focuses on disseminating information about the rights and benefits of participating in voluntary social insurance and family health insurance; gradually helping freelance workers and people change their awareness and habits and proactively participate in voluntary social insurance and family health insurance to ensure social security and stabilize their lives.

After the launching ceremony, Social Insurance Region I and the Central Post Office and PVI collection service organizations coordinated to organize propaganda conferences in the district, and at the same time organized direct consulting groups for workers and people in residential areas, neighborhoods, residential groups, traditional markets, etc. where there are many people.

The launching ceremony also sent many meaningful messages to the people of the capital such as: "Implementing social insurance and health insurance for all people is the responsibility of the Party Committee, authorities at all levels and the whole society"; "Social insurance, health insurance - Where trust is guaranteed, life is more secure"; "Social insurance, health insurance - Pillar of social security, accompanying the people"; "Please participate in health insurance to share the burden when sick and ill"....

In the past time, Social Insurance Region I has synchronously deployed groups of solutions to develop social insurance and health insurance participants. Social Insurance Region I requires units in the system to regularly review the database of people who have not participated to develop a plan to propagate and mobilize people to participate in voluntary social insurance and family health insurance; coordinate with departments, branches, associations, unions, People's Committees of districts, towns to request support from the state budget and philanthropists to participate in voluntary social insurance and family health insurance for the disadvantaged.

Thanks to that, the number of people participating in voluntary social insurance and family health insurance reached a high level. By the end of April 2025, the number of people participating in health insurance was over 8.1 million, the coverage rate reached 95.35%; reaching 94.49% of the assigned plan, from now until the end of the year, the number of people remaining to be implemented is over 400,000 people. The number of people participating in voluntary social insurance is 109,949 people, an increase of 5,588 people compared to December 2024, accounting for 3.12% of the workforce, reaching 76.60% of the plan. From now until the end of the year, the number remaining to be implemented is over 33,000 people.

In 2025, the Hanoi People's Committee assigned the target of health insurance coverage reaching 95.5% of the population. Social Insurance Region I strives for the health insurance coverage rate to exceed 95.5% of the population. The target of the rate of workers participating in voluntary social insurance is 3.5% of the working-age workforce, Social Insurance Region I strives for the rate to exceed 3.5% of the working-age workforce.

Striving to achieve the targets assigned by Vietnam Social Security, the City People's Council, and the City People's Committee, Social Security Region I has synchronously deployed groups of solutions to propagate and develop social insurance and health insurance participants. The launching ceremony to propagate and mobilize participants in voluntary social insurance and family health insurance is an effective propaganda activity regularly organized by Social Security Region I to help people better understand the benefits and significance of voluntary social insurance and family health insurance policies. Right at the launching ceremony, Social Security Region I assigned each social insurance and health insurance collection staff of the collection service organizations to develop 01 new voluntary social insurance participant and 01 new family health insurance participant.
