The plan to organize the implementation of the Law on Organization of Local Government and the tasks and solutions on promoting decentralization and delegation of authority stipulated in the laws must be timely, serious, synchronous, unified and effective; enhance the responsibility of departments, branches and grassroots authorities, improve the effectiveness and efficiency of state management; proactively propose decentralization and delegation of authority in priority and urgent areas to promptly handle practical issues, contributing to promoting the socio-economic development of the capital; promote administrative reform, strengthen decentralization and delegation of authority associated with inspection and supervision, ensuring discipline and order.

The City People's Committee requires proactive, close and regular coordination between departments, branches and local authorities in organizing the implementation of tasks and solutions; clearly and specifically defining the content of work, completion time, responsibility for presiding over and coordinating for unified and effective implementation; on the basis of the principle of delimitation of authority, clearly defining the contents in the documents issued by the city, as a basis for adjusting the functions and tasks of agencies and units under the city.

The City People's Committee requests to organize a review and determine the content of the articles, clauses, and points of the legal documents of the City People's Council and the City People's Committee that are not consistent with the principles of decentralization, decentralization, and delegation of authority of the Law on Organization of Local Government to propose unified adjustments; propose the content of the city's legal documents adjusting the tasks and powers of departments, branches, and grassroots authorities on a number of priority and urgent issues for decentralization and delegation before April 15, 2025; submit to the City People's Council and the City People's Committee to issue resolutions and decisions before December 31, 2025.
