Accordingly, the area has invested in a complete drainage system according to the To Lich basin, including the districts of Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung, Hoang Mai and part of Tay Ho, Thanh Xuan districts... Hanoi will focus on promoting the drainage efficiency of the existing system, bringing water as quickly as possible to drainage sources and key pumping stations, ensuring fast drainage with a rain intensity of 310mm/2 days and 70mm/h in the area that has been renovated according to the Hanoi environmental improvement drainage project.

In the districts: Cau Giay, Thanh Xuan, Hoang Mai, Tay Ho, Bac Tu Liem, Nam Tu Liem, Ha Dong, Long Bien district (where the drainage system has not been invested in synchronously), implement the drainage system investment project using budget capital according to the provisions of the Law on Public Investment.

In the long term, the city will review and adjust the Hanoi Capital Drainage Plan to 2030, with a vision to 2050, update and integrate it into the overall adjustment project of the Capital Construction Master Plan. At the same time, develop a Plan for developing drainage infrastructure and urban wastewater treatment for the period 2026-2030.

Complete 3 ongoing projects: drainage system, regulating lake, Vinh Thanh pumping station and construction and upgrading of Phuong Trach pumping station in Dong Anh district; Improve drainage system in the western area of the city.

Five projects are being prepared for investment: the rainwater drainage system in the Ta Nhue River basin; Construction of the Ha Dong district drainage system in the Huu Nhue basin; Construction of Gia Thuong pumping station, regulating lake and Thuong Thanh canal, Long Bien district; Prevention of local flooding for inner-city districts and some suburban districts; 3 drainage projects invested by the Long Bien District People's Committee.

In addition, the city will also implement the project to build an underground regulating tank at the intersection of Duong Thanh - Bat Dan - Nha Hoa - Phung Hung proposed by the People's Committee of Hoan Kiem District and approved by the People's Committee of Hanoi City.
