Establishment of Hanoi Investment Promotion and Business Support Center

Kinhtedothi - On March 27, the Hanoi People's Committee issued Decision No. 1763/QD-UBND on reorganizing and renaming the Hanoi Enterprise Support Center to the Hanoi Investment Promotion and Enterprise Support Center under the Hanoi Department of Finance.

According to the Decision, the Hanoi Enterprise Support Center is reorganized and renamed the Hanoi Investment Promotion and Enterprise Support Center under the Hanoi Department of Finance; its headquarters is at the Van Ho Inter-Agency Area, No. 52 Le Dai Hanh, Le Dai Hanh Ward, Hai Ba Trung District, Hanoi City.

The City People's Committee assigned the Director of the Department of Finance to carry out the work of appointing leadership and management positions according to his authority. Guide the Hanoi Center for Investment Promotion and Enterprise Support to arrange and organize the staff and employees in accordance with regulations, appoint leadership and management positions under the authority of the unit and fully implement the policies and regimes according to regulations; Direct and guide the Director of the Hanoi Center for Investment Promotion and Enterprise Support to specify the functions, tasks and powers of specialized and professional departments; the working regulations of the Center; implement the tasks of the Center after reorganization; direct and guide the Center to develop a job position project and an autonomy project to report to competent authorities for consideration and decision.

The Director of the Hanoi Center for Investment Promotion and Enterprise Support is responsible for presiding over and coordinating with relevant agencies and units to arrange, organize, stabilize the organization, personnel, budget allocation (unit price standards), housing facilities, land, workplaces and other rights and obligations... related to the organization and operation of the Center in accordance with the provisions of law; Perfecting the leadership and management positions of specialized departments according to decentralization and other provisions of law.

Also on March 27, the Hanoi People's Committee issued Decision No. 1767/QD-UBND regulating the position, functions, tasks, powers and organizational structure of the Hanoi Investment Promotion and Enterprise Support Center under the Hanoi Department of Finance.

According to the Decision, the Hanoi Center for Investment Promotion and Enterprise Support is a public service unit with revenue under the Hanoi Department of Finance, with the function of advising and consulting the Director of the Department of Finance: Building and implementing projects, programs, and plans to support the development of enterprises, small and medium enterprises; Supporting startups and creative startups; Carrying out business support activities according to the Law on Support for Small and Medium Enterprises and guiding documents; Deploying investment promotion programs and plans; Building a database of enterprises in Hanoi.

The Center carries out 16 groups of tasks: Researching and developing annual and long-term projects, programs and plans to support the development of enterprises and small and medium-sized enterprises; Focal points for implementation: Projects, plans, and support programs of the Central Government, the City, domestic and foreign organizations on the development of enterprises and small and medium-sized enterprises in the city; connecting networks and implementing support for small and medium-sized enterprises to use consulting services of the network of consultants; Providing free consultation and guidance for enterprises, organizations and individuals to carry out administrative procedures on business registration and investment; Consulting, guiding and encouraging business households to register to convert into enterprises in Hanoi; Coordinating with domestic and international organizations and individuals to research, summarize experiences, develop support programs and projects, and attract resources to serve the development of the private economy ....

The Center has a Director and 2 Deputy Directors, with 4 departments: Administration - Organization Department; Business Development Department; Business Consulting Department; Investment Promotion Department.

The number of employees of the Center is determined based on job positions, linked to functions, tasks, organizational structure, scope of operations and within the total career establishment of the Department of Finance assigned by the City People's Committee annually.
